Biden, who recently returned to Washington after recovering from COVID-19, will address the nation from the Oval Office on Wednesday night. His speech is expected to explain his reasons for stepping down, which followed significant pressure from within his party.

The Democratic National Convention next month will formally nominate Harris and her running mate, who might be North Carolina’s Democratic Governor, Roy Cooper.
