North Korea is set to reopen its borders to international tourists in December 2024, ending a long period of closure due to strict COVID-19 restrictions. Beijing-based Koryo Tours announced the development on Wednesday, stating that visitors will initially be welcomed to the northeastern city of Samjiyon, with plans to extend access to other parts of the country later.

Tour Operators’ Reaction

Koryo Tours, with over 30 years of experience in North Korean tourism, expressed excitement about the reopening. The operator noted that such an extended closure had been unprecedented in its history. Shenyang-based KTG Tours also confirmed that tourists could visit Samjiyon by the end of 2024.

Pandemic Impact and Recent Developments

Since the onset of the COVID-19 pandemic in 2020, North Korea has largely been closed off to international tourists, with only a few exceptions. A small group of Russian tourists visited in February 2023 following the resumption of international flights. Recent diplomatic engagements between North Korea and Russia, including visits by leaders Kim Jong Un and Vladimir Putin, have facilitated this gradual reopening.

Development of Samjiyon

North Korea has been preparing for the tourist influx by developing Samjiyon, a city near the Chinese border. The city is being marketed as a “model socialist utopia,” featuring new apartments, hotels, a ski resort, and various commercial, cultural, and medical facilities. Kim Jong Un recently addressed issues with the project by removing or demoting several senior officials.

Booking and Safety Measures

Koryo Tours, which previously assisted British television star Michael Palin with a travel documentary in 2018, will open bookings on its website once local partners finalize itineraries and dates. The company has emphasized its commitment to both safety and enjoyment for future visitors, stating, “Your safety is our priority. And your enjoyment too!”
