In its first 100 days, the Modi 3.0 government has focused on criminal law reforms, disaster management, and strategies to eradicate Left Wing Extremism (LWE). A senior Home Ministry official shared updates on Wednesday, highlighting these achievements and future plans.
Criminal Law Reforms and Technology Integration
The Home Ministry has implemented three new criminal laws, integrating technology to enhance the criminal justice system. The Interoperable Criminal Justice System (ICJS) application was updated to include these laws, with software patches deployed in ICJS Pillar Applications. Key changes in the Crime and Criminal Tracking Network and Systems (CCTNS), e-Prisons, e-Forensics, and e-Prosecution include the use of audio-video electronic means and electronic communication.
Over 8 lakh officers have been trained by organizations like the National Forensic Sciences University (NFSU) and National Informatics Centre (NIC) on the new criminal laws, allowing officials to register around 5.56 lakh FIRs under the Bharatiya Nyaya Sanhita (BNS). The ministry has also introduced the ‘NCRB SANKALAN’ app to help users navigate the new laws, with over 5.85 lakh downloads. Additionally, ‘e-Sakshya’ is used for capturing and retrieving evidence, onboarded by 22 States/UTs.
Amendments to the Disaster Management Act
The government has proposed amendments to the Disaster Management Act of 2005 to clarify roles and enhance coordination among various organisations involved in disaster management. The Disaster Management (Amendment) Bill, 2024 aims to align the act with recommendations from the 15th Finance Commission and establish the Urban Disaster Management Authority and a State Disaster Response Force.
A total of Rs 12,554 crores has been sanctioned for disaster mitigation, including urban flood management and fire services. An integrated urban flood management project received Rs 2,514 crores, and the ‘Yuva Aapda Mitra Scheme’ was approved to train community volunteers as first responders. So far, 1 lakh volunteers have been trained in 350 multi-hazard-prone districts.
Efforts to End Left Wing Extremism and Promote Peace
The government has initiated efforts to eradicate Left Wing Extremism (LWE) by March 2026. The final phase began in August 2024, focusing on filling security gaps, conducting intelligence-based operations, and promoting government schemes in core areas. The Chhattisgarh government is working on a new surrender policy to encourage youth to abandon arms and reintegrate into society.
Additionally, a Memorandum of Settlement (MoS) was signed with the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF), ending a 35-year conflict in Tripura. This agreement will rehabilitate over 328 armed cadres, with a special development package of Rs 250 crores approved for the overall development of the tribal population in Tripura.

Cybercrime Initiatives
To combat cybercrime, the Ministry has launched a new initiative to establish a special wing of ‘Cyber Commandos’ across States, UTs, and Central Police Organizations. A total of 5,000 Cyber Commandos will be trained over five years to assist in securing the digital space. The training of senior police officers has already commenced at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad.
