The Delhi Government has approved the construction of a modern Ground+5 storey integrated building at the Sewa Kutir Complex in Kingsway Camp. This advanced facility is designed to offer a safer, healthier, and more supportive environment for children under care. The new building will have a plinth area of 2,060 square meters, situated on a 12,215 square meter campus.
Delhi’s Women and Child Development Minister, Kailash Gahlot, highlighted the importance of the project, stating, “This redevelopment represents a major step in our commitment to ensuring the best care for vulnerable children. The new facility will not only improve living and care conditions but will also ensure that every child receives the protection, rehabilitation, and opportunities they need. This initiative reflects our government’s steadfast dedication to the welfare of children in need.”
The upcoming G+5 complex will provide a variety of integrated services under one roof. The Basement and Stilt Floor will house parking, security control, fire control systems, and housekeeping rooms. The Upper Ground Floor will accommodate judicial services, including two Juvenile Justice Boards, boardrooms, vulnerable witness rooms, and legal aid clinics. The First Floor will feature a 73-bed hospital and rehabilitation center, complete with a mini operating theatre, emergency rooms, and counseling centers. The Second Floor will offer dining and recreational areas, classrooms, a multi-purpose hall, and a library.
The Third and Fourth Floors will include two Observation Homes for Boys, providing 100 beds, counseling rooms, security rooms, welfare officers, and healthcare facilities.
This redevelopment aligns with the Mission Vatsalya Scheme, the Juvenile Justice (Care and Protection of Children) Act, 2015, and the Juvenile Justice Model Rules, 2016. It emphasizes the Delhi Government’s dedication to providing vulnerable children with care and rehabilitation in a secure, modern, and comprehensive environment. The project addresses both immediate infrastructure needs and sets a higher standard for child protection and rehabilitation services.
The Sewa Kutir Complex, managed by the Department of Women and Child Development, has long been vital in protecting children in need. It houses the Juvenile Justice Boards, a hospital, a rehabilitation center, and Observation Homes for Boys. However, the current infrastructure has deteriorated over time and no longer meets modern legal and welfare requirements.
The need for redevelopment became urgent following the July 2023 floods, which flooded the complex with sewage water and caused severe damage. Structural decay, frequent flooding, and infrastructural issues have made many buildings obsolete, necessitating their dismantling and reconstruction as a top priority.
