During the ongoing Budget Session, the ruling BJP-JJP and the Congress, the main opposition party are at loggerheads pertaining to several issues. There was a lot of tussle and debate between the legislators hailing from all parties over a string of issues.
It has come to fore during the session, the unparliamentary language and misconduct of the legislators, the “Honourables” elected by the people, brought humiliation to the honorable house.
Be it the legilators of ruling party or the Opposition, many such incidents come to the fore continuously. The legislators used not only very bad but also very objectionable language towards each other. People get to know about the proceedings of the Vidhansabha through social media or other mediums. In such a situation, the kind of language used by the public representatives continues to bring humiliation to the dignity of the house as well as the legislators. Further, it makes the speaker to order the use of these words to be removed from the proceedings of the Assembly which clearly indicates the worsen scenario.
On the second day of the assembly session, there was a fierce debate between Abhay Chautala and nephew Dushyant on the matter of land around Hisar Airport. When Abhay Chautala accused him of giving protection to the land mafia. Outrightly rejection the same, Dushyant considered the allegations false. The situation reached so far that Abhay used very objectionable words to a large extent. He even called the nephew a thief which result in an uproar in the assembly and finally, in view of the dignity of the House, the Speaker officially ordered these words to be removed from the proceedings of the House. This information was officially sent by the Speaker of the Assembly that “on 21.02.2023, from the proceedings of the House, Mr. Abhay Singh Chautala that Honorable Speaker, Why do you want to save the thieves, who looted the whole state. The words have been extracted from the proceedings of the House”
The case of killing of Muslim youths in Loharu, Bhiwani, continues to remain in discussion at the national level. The ruling party and the opposition were eyeball to eyeball even in the ongoing assembly session regarding this matter. In this episode, Congress MLA Ilyas Mohammad raised the issue saying that RSS has a role in this matter and people of a particular religion are being deliberately targeted.
In a reaction to this, loosing his temper, Mahipal Dhanda, a BJP legislator used objectionable language which led to ruckus in the house. Apart from aforesaid, the Congress’s Maman Khan also did not lag behind in upholding the dignity of the house While discussing aforesaid issue, he used unparliamentary language and and threatening tone for someone.
Notably, It is the responsibility of the Speaker of the Lok Sabha and the Chairman of the Rajya Sabha to exclude unparliamentary words from the proceedings of the House. For their help and reference, the Lok Sabha Secretariat publishes a list of unparliamentary words in the form of a book. State assemblies are also governed by this book. In 1999, this book was published for the first time. This book was first published in 1999.
It is published every year by adding new words to this list. The new list includes words declared unparliamentary in 2021. In 2022, a new list will be published in 2023 by adding the words which will be declared unparliamentary during the proceedings of the House. Jumlajivi, Bahri Sarkar, Uchchake, Ego, Black day, Hool the list includes the words Embarrassed, Chameleon, Chamcha, Dalal, Gulchharra, Government of hooligans, Double character, hypocrisy, , Tadipar, Dictator, traitor, Dadagiri, Riot and many more words.
