The Supreme Court Collegium recommended Justice Robin Phukan, the Additional Judge for the appointment as Permanent Judge Of Gauhati High Court.
The bench comprising of CJI Dhananjaya Y Chandrachud, Justice Sanjay Kishan Kaul and Justice K. M. Joseph recommended the name.
It has also been stated by the Supreme Court Collegium that the judgement evaluation committee consitituted terms of the Resolution dated 26.10.2017 that each judgement which is being rendered by Justice Phukan is:

(i) The judgement is Well articulated and well structured;
(ii) the Facts of the case have been well-recorded;
(iii) The Issues have been clearly identified and are answered with reasoning;
(iv) The Relevant statutory provisions and the = subordinate legislation has aptly been adverted to;
(v) The Submissions made by counsel from all sides along with case-law which are being relied upon by them has been duly cited and are considered;
(vi) Adequately referred to the Material and relevant pleadings;
(vii) The principles of appreciation of ‘circumstantial evidence’ and the ‘sentencing’ have appropriately been followed;
(viii) There being clarity with the precision and lucidity;
(ix) The Art of writing the judgment is good;
(x) The Operative part of the order is being clear; and
(xi) The binding precedents and settled law has duly been followed.

The bench headed by Chief Justice of the Gauhati High Court in consultation with two senior-most Judges had recommended the name of Justice Robin Phukan, the Additional judge for the appointment as a permanent Judge on 23.03.2023. Therefore, the Chief Ministers of the States of Assam, Mizoram, and Arunachal Pradesh and the Governors of the States of Assam, Nagaland, Mizoram, and Arunachal Pradesh has also concurred with the said recommendations.
