In the last few years, following the continuous promotion and advancement of digital technology, there has been an increase in the setting up of incubation centers in Haryana. Incubation centers are being established on a large scale to implement the start-up ideas of youth and entrepreneurs. For those willing to work on startups, all the facilities are being provided under one roof at the incubation Centre. In this context, it is pertinent to mention that many universities of Haryana have been funded by the Industry and Commerce Department to set up incubation centers in their respective universities so that the students studying there can develop their start up ideas there without any hassle. Besides, along with necessary infrastructure, all kinds of technical tools are available in these centers to work on any idea. Any new item can be assembled in the tinkering lab prepared in the centre. Along with this, the live working of the 3D printer can be witnessed However, no IT parks, flatted factories, tenement housing colonies have been established by HSIIDC in the state during the last five years.

In the last assembly session, a question was asked seeking information about the district-wise and year-wise number of electronic manufacturing clusters, IT parks, incubation centres, mega recycling plants, flatted factories and labor housing colonies established in the state during the last five years.

In response, it was revealed that HSIIDC is developing an Electronic Manufacturing Cluster at, IMT Sohna, District Nuh, in an area of 500 acres under the EMC 2.0 scheme of Ministry of Electronics & Information Technology (MeitY), Government of India, has received a grant of Rs 331 crore from MeitY and Rs 30 crore from the State Government.. Furthermore, a total of seven (07) universities across Haryana have been funded by the Department of Industries and Commerce to set up incubation centers in their respective universities. These universities include JC Bose University of Science and Technology, YMCA, Faridabad, Guru Jambheshwar University (GJU) of Science and Technology, Hisar, Deenbandhu Chhotu Ram University of Science and Technology, Murchan, Maharshi Dayanand University (MDU), Rohtak, Kurukshetra University, Kurukshetra, Chaudhary Bansi Lal University (CBLU), Bhiwani and Pandit (Dada) Lakhmi Chand State Performing University of Visual Arts, Rohtak.

Out of the above seven universities, 6 have started planning and operating their incubation centres. Only one university, Pandit Lakhmi Chand State University of Performing and Visual Arts, Rohtak is in the process of setting up its incubation centre. Apart from this, two other incubators under the ambit of Department of Industry and Commerce viz. Start-up Warehouse and Center of Excellence for Internet of Things (CoE-IoT) have been successfully established and operationalized at Hartron Campus, Gurugram. A state-of-the-art Mega Recycling Plant (Bedding and Compressing of Steel Scrap) has been set up at IMT, Rohtak with an investment of Rs 150 crore in an area of about 10 acres with a recycling capacity of 500000 MT per annum. Commercial production of the plant started on 01.08.2021. Anyone visiting the center with an idea for a new startup will get all kinds of facilities under one roof. Once a new idea is conceived in the Centre, separate arrangements have been made to work on every phase of it and a team of all kinds of experts has been prepared at the Centre. State-of-the-art equipment is provided in the center for anyone thinking of working on any better idea, from putting the idea on paper, taking it step by step, till showing its design and working through a 3D printer.

The information received has also revealed that incubation centers have also been established in schools in many districts of the state. A senior official of the education department said that the overall education department has started various courses as optional subjects for students from class 9th to 12th. Also, under the new education policy, the officials had demanded from the headquarters to open incubation centers in schools and many have already been started. Apart from this, approval has been sought to start automobile, plumber, agriculture and tourism courses in schools to increase students’ inclination towards technical education along with bookish knowledge. Students from other schools will also be able to get training at these centres. Notably, the main objective of starting the incubation center is that students will no longer have to go to any big institute or company to do internship or apprenticeship, rather after the opening of the incubation center, the students will be given practice there. The objective of starting the incubation center is to make students self-reliant for bookish knowledge as well as employment.
