On Monday, Russian President Vladimir Putin said the situation in four regions of Ukraine that Moscow has declared to be a part of Russia was “very tough.” Through referendums in September, Russia seized the Ukrainian provinces of Donetsk, Luhansk, Kherson, and Zaporizhzhia. Ukraine and its Western allies condemned Putin’s annexation of the regions as being unlawful.
