Morni hills is the only hill station in Haryana situated on the outskirts of Panchkula district of the state. Besides, Morni is also an important archaeological site where carvings dating back to the 7th century have been found. In a bid to promote Morni hill station as an international tourist hub, the state government has taken a lot of steps. Amid this, even after years, the work of demarcation of the land and the border adjoining Himachal Pardesh has not been done in Morni’s area which led to increasing problems for the government as well as the local people in Morni. Due to this, along with the local people, the Forest Department is also facing many problems here as there are no reference lines mentioned here. In the 1970s, the Forest Department had acquired land from Mir Jafar, the Jagirdar of Kotaha. Having the work of demarcation undone so far also led to a spurt in an increase of illegal construction requiring the forest department to tighten the noose around the neck of the violators. It is estimated that out of about 60 thousand acres of land, 50 thousand acres belong to the Forest Department and local people own around 4 thousand acre. Apart from this, around 1000 acre land remains unidentified in the area. Kanwarpal Gurjjer who holds the portfolio of Forest Minister said that construction on the land of the forest department is not allowed and subject to stern action. Besides, the people doing illegal construction are being monitored and on radar. Further, he said that the work of demarcation of land has been given to the Survey of India which will be completed next year. Apart from aforesaid, in the lines of Section 118 of the Tenancy and Land Reforms Act-1972 of Himachal Pradesh, the local people continue to raise demands that outsiders and non-agriculturist should not be allowed to buy land in Morni. It is pertinent to mention that the Section 118 of the Tenancy and Land Reforms Act-1972 is applicable to protect the rights of the local people in the neighboring state and Himachal Pradesh adjacent to Morni. Notably, that outsiders have bought land and made hotels and restaurants at large scale in Morni which resulted in a reduction in business and employment for the local people. There has been a significant increase in the number of illegal constructions and hotels in Morni. However, the concerned departments and officials say that there is no laxity in running bulldozers on illegal constructions.
