Parliament Day 13: Delhi Services bill to be moved in RS , Data Protection bill likely to be passed in LS

As the government attempts to secure passage of the Digital Personal Data Protection Bill, 2023 in Lok Sabha, Parliament is anticipated to experience a standoff between Treasury and Opposition Benches on Monday. The Opposition vehemently opposed the bill’s introduction last week. Amit Shah, the union home minister, is scheduled to introduce the Government of the National Capital Territory of Delhi (Amendment) Bill, 2023 today, as per the Rajya Sabha’s agenda for the day. After the opposition left the chamber, the bill was passed by the Lok Sabha.

In the Rajya Sabha, there are a total of 245 seats, out of which 8 are currently vacant. This means the current strength is 237. Thus, the majority mark to pass the Bill in the Upper House will be 119.
On the other hand, the combined strength of all the parties that have extended support to the AAP, including the Congress, is 107.
YSRCP and Biju Janata Dal (BJD) have extended their support to the bill, which will be tabled in the Rajya Sabha.

112 seats are held by the National Democratic Alliance (NDA). The bill will be able to be approved in the Upper House with the support of the BJD’s 9 seats, the YSRCP’s 9 seats, and the TDP’s 1 seat, which will bring the total to 131 seats. On August 3, the Lok Sabha passed the Bill by voice vote following a walkout by I.N.D.I.A alliance members. The National Capital Territory of Delhi’s government is given the authority by the bill to establish regulations regarding its operations, including those pertaining to the duties, pay, and other working conditions of its officers and employees.

Amit Shah will also move for consideration and passage of The Registration of Births and Deaths (Amendment) Bill, 2023, in the Rajya Sabha today.
In the Lok Sabha, the Congress is likely to raise the issue of reinstating Rahul Gandhi’s Lok Sabha membership after the Supreme Court verdict in the ‘Modi surname remark case’.
