In the Lok Sabha and Legislative Assemblies, there is a certain set of rules and regulations in order to maintain the dignity of the assembly by preventing the use of such objectionable language words which cause damage to the dignity as well as decorum of the House. In recent times, it has come to light that MLAs representing the public in the House in Haryana are continuously coming up with the use objectionable and even abusive language against each other during debates. Even in the ongoing Budget Assembly session, several legislators from ruling Bharatiya Janta Party (BJP) and its ally Jannayak Janta Party (JJP) and the main opposition party Congress have been repeatedly reported using objectionable words keeping the dignity of the House at stake and later again issuing official information on behalf of the Assembly, the speaker himself has banned the use of these words removing the same from the proceedings of the House. In order to maintain the decorum as well as the dignity of the House , instructions are repeatedly issued by the Speaker of the Assembly to avoid using wrong and objectionable words and language in the House, but on the contrary, the MLAs do not refrain from doing so.

In the official information issued by the House, it has come to light that objectionable language and words have been used by the ruling and opposition MLAs, which were later removed from the proceedings of the House in the evening of the same day. The words used by Congress MLA Neeraj Sharma and JJP MLA Ramkumar Gautam during the second budget session were removed from the proceedings of the House. Similarly, on January 22, the comments made by BJP MLA Aseem Goyal from Ambala city constituency regarding the national flag, the tricolor and the extremely objectionable word used by Congress MLA Shamsher Singh Gogi, “Haram Ki Aulad”, were removed from the proceedings of the House.

Similarly, the use of the words Badmash (scoundrel) and ill-mannered (Badtameez) by MahiPal Dhanda,a BJP MLA from Panipat Rural Assembly constituency, was removed from the proceedings of the House. Apart from this, on the same day, the words and language used by JJP MLA Ramkumar Gautam against Deputy CM Dushyant Chautala and his family were removed from the proceedings of the House. Likewise, earlier on December 18, 2023, the words ‘’Banda bana dungi’’used by Congress MLA Geeta Bhukkal in the House were also removed from the proceedings of the House.

Be it ruling faction or the opposition parties in Haryana, the misconduct as well as use of objectionable language by the legislators in state assembly always has been in discussions as it tarnishes the image of the house as well.

With the governor’s address lasting for 45 minutes in the Haryana budget session started on February 20, assembly witnessed legislators’ discussion over the same which led to verbal spat between the Congress and independent legislators bringing humiliation to the house.

While Jogi Ram Sihag, an Jannayak Janta Party (JJP) MLA was representing his view over governor’s address, the assembly has witnessed heated argument turned-into-abusive spat between Nayan Pal Rawat, an independent MLA who supports the ruling BJP and the Congress MLA Kuldeep Vats in post lunch proceeding of the session after the Congress MLAs were reported passing on a comments towards the newly elected Rajya Sabha Member of Parliament (MP) sitting in visitors’ gallery in the house.

It also came to fore that one of the Congress MLAs passed a comment pointing out at newly elected Rajya Sabha MP Subhash Barala stating that he had suffered a debacle in the assembly elections held in 2019 and in a reaction to this , Nayanpal Rawat, an independent MLA expressed his concerns which further led to verbal spat between the ruling party and the opposition parties regarding the matter.

While reacting to the matter in house, the Chief Minister Manohar Lal himself strongly demanded stern action against the concerned Congress MLA stating that that it is not fair to comment on any particular person, politician or others visiting the assembly to witness proceedings of the House. Further, he demanded Mohanlal Barauli, who was having the portfolio of the Speaker at that particular time to ensure the necessary action in a bid to ensure the decorum of the house. Notably, earlier, Mohanlal Badoli had asked Kuldeep Vats to leave the house.

While reacting to the issue, spectators Sandeep Gehlawat, Padam Rangi and Sandeep Bhanwala of Sonipat who remained present in the visitors gallery in the house on Tuesday to witness the proceedings said that seeing the MLAs using objectionable and abusive language in the house is very unfortunate. As a representative of the public, no one can even imagine the use of objectionable language and indecent behavior by the MLAs inside the assembly. Divulging more information, they said that the Congress MLAs Induraj and Kuldeep Vats from Baroda and Beri respectively were continuously commenting on the defeat of newly elected Rajya Sabha MP Subhash Barala sitting in the visitors gallery.

Following the same and raising the objection, Nayanpal Rawat came up with the use of very objectionable and abusive language against Congress MLA Kuldeep Vats, which is inappropriate. After the House proceedings were over, Kuldeep Vats gave a statement saying that Nayanpal Rawat had used very objectionable and abusive language against him in the House, which is unacceptable. Also said that who is Mohanlal Badoli to throw him out of the House.
