It is noteworthy that HERC Chairman Nand Lal Sharma had taken the oath of office and secrecy on 02 February; this was his first meeting with the Governor after taking charge of HERC. Before this, Shri Sharma was the Chairman and Managing Director of Satluj Jal Vidyut Nigam (SJVNL).

The main discussion that took place in the half-hour meeting with the Governor was that in the present context, the role of regulatory commissions should be more constructive. The regulator has to create coordination between electricity consumers and electricity corporations in an equitable manner. Consequently, the interests of electricity consumers also have to be protected, and decisions have to be taken keeping all this in mind to ensure there is no negative impact on the electricity corporations. HERC Chairman Nand Lal Sharma said that to redress consumer complaints, 21 CGRFs have been formed at the circle level, 4 at the zonal level, and 2 at the corporate level
