Haryana govt and Opposition spar over irregularities in registering of lands, CM announces investigation

The debate over irregularities in registering land continues to remain in talks and is adding to the woes of the ruling faction, particularly the Deputy Chief Minister, who holds charge of the concerned ministry and hails from the Jannayak Janta Party (JJP), an alliance partner of the ruling BJP in the state. A calling attention motion over the irregularities in registering the land was tabled here on Tuesday in the ongoing assembly session which led to a ruckus between the ruling and opposite faction. Although, the state BJP-JJP led government has ordered a probe in the matter to be completed within six months.

The legislators belonging to opposite factions namely Kiran Chaudhary, Balraj Kundu and Abhay Chautala said that nearly 6 lakh registry deeds were reported in the state, and out of these, irregularities were found in around 68000 deeds which is a matter of serious concern. They took on the concerned minister saying that no action was taken against those Registrars, Sub-registrars, Clerks, and Patwaris involved in breach of norms while registering the land. The issue of registering the lands violating Rule-7 A, and giving No Objection Certificate (NOC) also led to a heated argument among many legislators of both factions. It is pertinent to mention that the state government had issued the notices to 224 Registrars and Sub-registrars while registering the land for violation of provisions of notification under section Section-7A of Haryana Development and Regulation of Urban Areas Act, 1975.

In continuation to aforesaid, so far as many as 64318 deeds were reported with violation of 7-A in the state. While reacting to the issue, Dushyant Chautala clarified that FIRs have been filed against the officials involved in a breach of norms. Apart from this, Registrars and Sub-registrars along with other employees who had not followed the rules and regulations while registering the lands, have been served so cause notice and the required action will be taken against the concerned officials after the findings of the probe come out. In a response to him, Abhay Singh Chautal, a legislator from the INLD said that if FlRs were filed against the corrupted officials and which resulted in their suspension, then why services of such officials were resumed which indicates a lot about the intentions of the concerned minister.

Amidst the ongoing discussion, Haryana Chief Minister Manohar Lal announced a probe regarding the breach of norms while registering the lands from 2010 to till date. Further, he said that irregularities have been found in registries of around 68000 registries of land involving nearly 300 Tehsildars, Nayab Tehsildars along with other Clerks and Patwaris during the last four years Haryana. Besides, two Junior engineers also have been arrested in the Karnal issue.

Out of the total registries involving the irregularities and breach of norms, nearly 30000 were reported in two districts namely Gurugram and Karnal— 8182 and more than 21000 in both districts respectively. Thus, Gurugram emerges on the top in terms of non-compliance with the 7A act while registering the lands to be followed by other districts in the state.

Besides, the legislators took on the ruling faction raising the recent issue of taking bribes by the District Town Planner (DTP) named Vikram Singh in Karnal. A Tehsildar named Rajbaksh has also has been in the matter.
