Haryana CM Manohar Lal unveils 1.89 Lakh crore Budget

During the ongoing budget session, the Chief Minister Manohar Lal who holds the portfolio of the state Finance Minister has proposed the budget for the financial year 2024-25, setting Rs 1,89,876.61 crore, with an increase of 11.37 per cent over the revised estimates of Rs 1,70,490.84 crore for the year 2023-24. He said that this budget includes Rs 1,34,456.36 crore as revenue outlay and Rs 55,420.25 crore as capital outlay, which is 70.81 per cent and 29.19 per cent of the total budget respectively. Apart from this, public sector undertakings also plan to spend an amount of Rs 8,119.24 crore on creation of capital infrastructure in the year 2024-25. So, overall, our capital outlay for this year is estimated to be Rs 63,539.49 crore. While representing the budget, Manohar Lal said that in the Budget Estimates 2024-25, due to the encouraging revenue receipts and growth of the economy, I am happy to say that no new taxes are proposed in this year’s Budget. I have estimated revenue receipts of Rs 1,16,638.90 crore, of which is Rs 84,551.10 crore.

Coming up with a big announcement, he said that loan interest and penalty waiver is announced for 5.47 lakh farmers of Haryana. It has been revealed in the budget that there are only two departments whose budget has been reduced. The budget of the Power Department has been reduced to Rs 7062 crore in FY 2024-25 from as against Rs 8381 crore for the financial year 2023-24. Apart from this, the budget of the Public Health Engineering Department has been reduced to Rs 4788 crore as compared to 6247 crore last year.

It has also come to light that the amount earmarked to repay the loan taken by the government has been increased in the budget. In the financial year 2023-24, Rs 32859 crore was spent on repaying the public debt, so this time according to the new budget, an amount of Rs 34044 crore will be spent on repaying the debt. Apart from this, it has also come to light that this time the government will have to spend more to pay the interest as the amount located in the concerned head is 25412 crore in FY 2024-25 as compared to Rs 22250 in the financial year 2023-24. This time an amount of Rs 25142 crore has been earmarked to pay the interest.

At the same time, Congress expressed strong objection to the Memorandum of Understating (MOU0 signed recently to provide additional water to the neighboring states of Rajasthan and Haryana. Congress said that we are already facing acute shortage of water and there is a huge shortage of drinking water in many districts of Southern Haryana, so from where we will provide water to Rajasthan. The government should lay water lines and supply water to these districts like Gurugram, Faridabad, Mewat, Bhiwani, Mahendragarh and Rewari. Regarding this matter, CM Manohar Lal said that under MOU, the additional rainy water resulting in flood will be provided to Rajasthan by laying lines.
