Today, Counter Intelligence Kashmir (CIK) submitted a charge sheet before the NIA Court in Srinagar against a Jaish-e-Mohammed (JeM) terror module. The charge sheet includes details against Ab. Rehman @ Riyaz @ Umar & Jigar @ Ashfaq @ Luqman Ali, a Pakistani terror handler, and his three associates in the Kashmir valley.
The case was registered at Police Station CI Kashmir based on credible inputs about the involvement of the JeM terrorist handler Ab. Rehman and his associates in planning and executing terror acts. The intention was to disturb the peace and tranquility in the Union Territory of Jammu and Kashmir, challenging the sovereignty and integrity of India. The accused used covert communication applications to maintain secrecy and anonymity. The investigation revealed that the Pakistani handler, under the influence of ISI, created a module of Over Ground Workers (OGWs) to lure youths into taking up arms against India. The accused utilized encrypted messaging platforms to stay in touch, receive instructions, and radicalize innocent youths for terrorist activities. The aim was to recruit, use them as couriers for arms/ammunition and psychotropic substances, and instigate them to carry out terrorist acts across the valley.
The handler and his associates attempted to create new terror modules using various methods, including instigation, enticement, and implied coercion. The youths were incited with promises of paradise after martyrdom, along with monetary rewards and glamour in the world.
CI Kashmir urged the parents of Kashmiri youths to keep a close watch on their wards and cautioned the youth against falling into the trap of radicalization. The charge sheet establishes the case against four accused under relevant sections, including Pak terror handler Ab. Rehman @ Riyaz @ Umar & Jigar @ Ashfaq @ Luqman Ali. Proceedings under Section 299 of Cr. PC have been initiated against the Pakistani handler.
