South Africa and the UAE are considered the top contenders to host the 2025 ICC Champions Trophy if Pakistan decides to withdraw at the last minute, according to sources.
Reports from Pakistan’s media on Sunday revealed that the International Cricket Council (ICC) had informed the Pakistan Cricket Board (PCB) in writing that India will not travel to Pakistan for the Champions Trophy 2025, citing security concerns.
If Pakistan pulls out, the ICC could face legal challenges related to contracts with broadcasters and sponsors who expect high-profile matches between the two nations. This could lead to legal disputes, revenue losses, and a reduction in financial support from the ICC to its member nations.

The PCB insists that India should travel to Pakistan, pointing to the 2023 ICC Men’s ODI World Cup, where the Indian team traveled to India for matches. The Board of Control for Cricket in India (BCCI) has proposed a hybrid model for the tournament, with the final likely taking place at Dubai International Stadium in the UAE. However, the PCB opposes this arrangement.

There is a strong possibility that the venue for the Champions Trophy may change if the two boards do not agree. Due to strained political relations, India has not visited Pakistan since the 2008 Asia Cup, and the teams last played a bilateral series in 2012-13 in India. Since then, the two sides have mainly faced off in ICC tournaments and Asia Cups.
India remains firm in its stance against traveling to Pakistan for the Champions Trophy, with BCCI vice-president Rajeev Shukla stating earlier this year that India would only go if the Indian Government approved it.
Last year, Pakistan hosted the Asia Cup, but the event was held under a hybrid model, with India playing its matches in Sri Lanka and the rest of the tournament held in Pakistan.
