Chief Secretary Atal Dulloo conducted a comprehensive review of the uptake and progress of Centrally Sponsored Schemes, including PM Vishwakarma and Raising and Accelerating MSME Productivity (RAMP), implemented by the Department of Industries & Commerce (I&C) in the Union Territory.

The meeting, attended by key officials including Commissioner Secretary I&C, Secretary RDD, Secretary SDD, MD TPO, representatives from Ministry of MSME, NSDC, and Heads of Departments from Kashmir/Jammu, focused on strategizing training and capacity building for artisans under the PM Vishwakarma scheme. Dulloo emphasized the need for quality training and urged District Commissioners to monitor training centers to ensure compliance with scheme requirements.

Dulloo also reviewed action taken on previous issues raised, highlighting the importance of balancing training and registrations across districts and raising awareness among artisans about scheme benefits. He inquired about credit linkage for registered artisans and the status of toolkits to be provided under the PM Vishwakarma scheme.
Regarding the RAMP scheme, Dulloo stressed the formalization of the MSME sector, urging effective strategies to create a conducive ecosystem for growth. He emphasized the need for training, exposure, and hand-holding support to nurture MSMEs in J&K.

Commissioner Secretary I&C Vikramjit Singh provided insights into ongoing activities, noting that registered artisans in 18 designated trades are eligible for collateral-free credit support under PM Vishwakarma scheme. Singh highlighted the Department’s efforts in registration, verification, and issue resolution to ensure scheme success.
Administrative Secretary SDD Kumar Rajeev Ranjan briefed the meeting on training initiatives for artisans, with a focus on trades like tailoring, masonry, and carpentry. He shared that over 60,924 artisans have been trained through government and private centers.

MD TPO Khalid Jahangir outlined the objectives of the RAMP scheme, detailing consultations with stakeholders and a baseline survey of MSMEs across J&K. He emphasized industry-academic collaborations, incubation, branding, and market access as key aspects of the scheme.

The meeting concluded with a commitment to further enhance implementation strategies and support mechanisms for artisans and MSMEs, aiming to foster economic growth and development in the Union Territory.
