A case has been registered by the Sector 5 police station of Panchkula regarding land grabbing worth Rs 500 crore in the state. The Panchkula Crime Branch Police is investigating the matter after registering a case on the orders of the Chief Secretary. The plan involved grabbing land through a fake letter from the Cabinet. Director General of Police Shatrujit Kapoor, along with CID Chief Alok Kumar Mittal, are investigating this case.
Upon receiving the complaint from the Chief Secretary regarding this matter, the Panchkula Sector-5 police station registered a case and initiated an investigation. The complaint reached former Haryana CM Manohar Lal three days ago. However, he was also surprised upon seeing the cabinet letter. He immediately sought information from Chief Secretary TVSN Prasad. The Chief Secretary interrogated the branch employees and discovered that the cabinet meeting letter was entirely fake. The signature of the Superintendent of the Cabinet Branch in the fake cabinet letter was also found to be forged.

During the interrogation of three Secretariat employees ordered by the Chief Secretary, the involvement of property dealers from Gurugram and Panchkula in this matter came under suspicion. One person from Gurugram was also mentioned during the interrogation of the three employees.

The fake cabinet letter prepared to release the land of Badshahpur and Rajiv Chowk area of Gurugram mentioned dates of cabinet meetings on 15th December and 21st December 2023, although no cabinet meeting was held on these dates. The cabinet meeting was held in November 2023 under the chairmanship of the then CM Manohar Lal. The posts of both Chief Minister and FCR were mentioned in the cabinet note, whereas, as per the prescribed procedure of the cabinet meeting, the notes should have been written according to seniority.

According to sources, the individuals who prepared the fake cabinet letter colluded with local employees of the Revenue Department to facilitate the registration of the land. However, their plan was exposed before they could execute the fraud. It has been reported that a senior employee posted in Housing for All had sent a letter via WhatsApp to the employee in the Home Department, asking them to remove related documents. However, when the employee showed the letter to the Cabinet Branch Superintendent, even he was surprised.
