As many as 837431 MSMES registered in Haryana in four years

Contributing about 45 percent to the country’s exports, the Micro, Small and Medium Enterprises (MSMEs) support industries as ancillary units, thereby contributing enormously to the overall industrial development of the country as well as the states. These enterprises are engaged in the production, manufacturing and processing of goods and commodities.

The MSMEs have an important contribution in the economy of the country and Haryana. MSMEs are adversely affected by the COVID-19 pandemic and their supply chains are also disrupted. Efforts were made by the central and state governments to harm the farmers. Haryana has an important place in this matter in the country. The MSMS enterprise is included under micro industry in which the investment is Rs 1 crore (investment in machinery) and the turnover has increased to Rs 5 crore. Here investment means how much the company has invested in machinery etc. This applies to enterprises in both the manufacturing and service sectors.

In this row, the statistics of the Udam Panjikaran Portal of the last four year revealed that the number of MSMEs registered on the t platform has witnessed a multifold increase in Haryana. In the financial year 2020-21, 102915 MSMEs were registered on the respective portals in Haryana, whereas in the FY 2021-22, 179530 MSMEs were registered . Likewise as many as 237031 and 317955 MSMEs were registered in FY 2022-23 and 2023-24. In this way, there are a total 837437 registered MSMEs in Haryana. With around half a dozen districts with MSMEs,on a large scale, Haryana plays a pivotal role in strengthening the economy of the country. MSMEs have been established in different categories in Panipat, Gurugram, Faridabad, Sonipat, Karnal and Ambala districts. Apart from the textile industry, there is weaving and textile industry in Panipat, while there is manufacturing and automobile industry in Gurugram and Faridabad districts for which both are known globally. Similarly, Sonipat is well-known for cotton textile, bicycle and cement industries in Sonipat. Similarly, there are blanket and shoe manufacturing based industries in Karnal.

Of all the MSMEs established on the respective portals in Haryana in a period of four years,around one fourth are women owned. Out of 837431 MSMEs registered in Haryana, 202718 are women owned. Likewise in neighboring states, the number of women-owned MSMEs is 139519 in Delhi, 235420 in Punjab, 2524 in Himachal Pradesh, 7504 in Chandigarh, 398079 in Rajasthan and 360009 in Uttar Pradesh. According to the Enterprise Registration Portal on December 4, 2023, the total number of registered MSMEs in the country from its launching date January 7, 2020 to December 4, 2023 is 3,16,05,581 (including informal micro enterprises registered on the Udyam Assist platform). According to the Udyam Registration Portal, the total number of registered women-owned MSMEs in the country from the date of its launch on 7 January 2020 till the above mentioned time is 1,17.36,406 (including informal micro enterprises registered on the Udyam Assist platform). ,Inclusion of retail and wholesale businesses as MSMEs from January 7, 2021 for priority sector loans.

Non-tax benefit has been extended for 3 years from October 18, in case of change in status of upgradation in MSMEs. Uyam Assist platform was launched on 11 January 2020 to bring informal micro enterprises into the formal ambit to avail benefits under priority sector loans.

Steps have been taken by the Government to resolve the cases of pending payments to the MSME sector. As per the provisions of the Development of Micro, Small and Medium Enterprises (MSME) Act, 2006, States/Union Territories are required to resolve the cases of pending payments to the Micro and Small Enterprises (MSMEs) . The Ministry of MSME has launched ‘Samadhan Portal’ on 30 December 2017 to monitor and register complaints regarding outstanding dues to Micro and Small Enterprises from buyers (users) of goods and services. The MSME Ministry has requested the States and Union Territories to set up as many MSEFCs as possible to clear pending payment issues at the earliest. Till date, 157 MSEFCs have been set up including more than one MSEFC in states like Delhi, Gujarat, Jammu & Kashmir, Karnataka, Kerala, Maharashtra, Punjab, Rajasthan, Tamil Nadu, Telangana, UP and West Bengal. A special sub-portal was created within the Samadhan portal on 14.06.2020 for reporting the dues and monthly payments of MSMEs by Central Ministries/Departments/Public Sector Enterprises. Government of India has advised CPSEs and all companies with turnover of Rs 500 crore or more to enroll themselves on the Trade Receivables Discounting System (TRADES), an electronic platform to provide discounting facility to MSMEs in trade receivables through multiple financings. Instructions have also been given.

Notably, in order to increase the domestic capacity of micro, small and medium industries in Haryana and ensure participation in the global economy, Union Micro, Small and Medium Enterprises Minister Nitin Gadkari had launched a program by Walmart under the ‘Walmart Vriddhi Digital Learning Platform’ program in 2020 and Inaugurated the first ‘e-Institute’ established in Panipat city. Participated in ‘Walmart Vriddhi Digital Learning Platform’ program organized through video conferencing For an MSME to be defined as a Small unit, its investment limit has been raised from Rs 5 crore to Rs 10 crore with a turnover of less than 50 crore. This applies to all MSMEs including the Service enterprises which earlier came under investment of up to Rs 2 crore. According to the Micro, Small and Medium Enterprises Development Act, 2006, MSMEs are classified into three categories namely Micro enterprise, Small enterprise and Medium enterprise.
