India, Vietnam Focus on Maritime Cooperation at 4th Maritime Security Dialogue

The 4th India-Vietnam Maritime Security Dialogue took place on August 16, 2024, in Hanoi, Vietnam, focusing on enhancing maritime cooperation and law enforcement. The Ministry of External Affairs (MEA) reported that both sides discussed ways to create a supportive environment for mutual growth and global well-being.

The Indian delegation was led by Muanpuii Saiawi, Joint Secretary for Disarmament and International Security Affairs, while Trinh Duc Hai, Vice Chairman of the National Boundary Commission, represented Vietnam. They reviewed ongoing maritime cooperation and explored opportunities for collaboration at international and regional forums.

Both nations agreed to strengthen efforts in areas such as Marine Scientific Research, Ocean Economy, Humanitarian Assistance and Disaster Relief (HADR), Navy and Coast Guard cooperation, and maritime law enforcement. The next round of dialogue will be held in New Delhi at a convenient time.

This dialogue follows the visit of Vietnam Prime Minister Pham Minh Chinh to India earlier in the month, where he met with Prime Minister Narendra Modi. The leaders emphasized the need for closer cooperation due to current geopolitical realities and agreed to enhance the Vietnam-India Comprehensive Strategic Partnership.

The two Prime Ministers also recognized the convergence of their world views and supported a greater role for the Global South in international affairs. They appreciated the multi-dimensional mechanisms between their countries and agreed to strengthen bilateral dialogues in various sectors, welcoming the signing of the Plan of Action for the Comprehensive Strategic Partnership from 2024 to 2028.
