MCD Commissioner issues orders to regulate basement use after tragic deaths

MCD Commissioner issues orders to regulate basement use after tragic deaths

Municipal Corporation of Delhi (MCD) Commissioner Ashwani Kumar ordered measures on Thursday to prevent the misuse of basements after meeting with a delegation of UPSC aspirants. This decision follows the tragic deaths of three UPSC aspirants who drowned in the flooded basement of Rau’s IAS coaching centre in Delhi on Saturday, July 27, 2024.

The Commissioner’s order emphasised the urgent need for stricter regulations and enforcement to prevent future tragedies. The MCD Commissioner directed that all buildings with basements be surveyed, with immediate action, including sealing, to be taken against those found misusing them. The order specified that there should be separate entry and exit gates for basements. Additionally, all building plans should be made publicly accessible to identify violators, and all encroachments over drains and footpaths must be removed. The MCD stated, “Storm water drains should be thoroughly cleaned, and any blockages should be cleared using super-sucker machines. If a new drain is required at any location, an immediate proposal should be submitted.”

The MCD Commissioner has ordered that portable pumps and operators be prepared for dewatering at vulnerable waterlogging points that have already been identified. The local authority has also mandated a survey of open hanging wires and cables, with immediate action to be taken in coordination with North Delhi Power Limited (NDPL) and Bombay Suburban Electric Supply Limited (BSES). Additionally, private concessionaires are to be instructed to ensure the prompt removal of garbage, as it can decay during the rainy season, causing foul odours. The commissioner also ordered that urinals and toilets in poor condition be immediately improved.

Earlier, on Wednesday, the MCD Commissioner met with a delegation of UPSC aspirants at the agency’s headquarters amid protests following the deaths of three students at a coaching centre in Old Rajinder Nagar, Delhi. A total of 28 students attended the meeting, where they shared their suggestions. The commissioner engaged in an in-depth discussion and assured the students that their grievances would be properly addressed.
