Freedom of religion, to be meaningful, is to be guaranteed not only to individual but to religious institutions also. Many years ago when India’s Constitution was being drafted, B.R. Ambedkar, who piloted various drafts through the Constituent Assembly, stated that the individual rather than the group was the basis of the Indian Constitution. INTRODUCTION
