The issue of unemployment has been in constant discussion as well as a matter of serious concern in Haryana for a long time . The Congress, the main opposition party in the state have had a long running face-off ever since the Congress highlighted th Centre for Monitoring Indian Economy (CMEI) several times and cornered the ruling government stating that the government has failed to provide employment to the youth due to which unemployment is now at its peak. At the same time, the government is continuously claiming that in comparison to the Congress rule and the previous governments, the BJP led government has given jobs to the youth of Haryana on a large scale.

Notably, Haryana Public Service Commission (HPSC) recruits posts like IAS, HCS, Technical Advisor, Assistant Engineer, Deputy Director, District Attorney, Tahsildar, Nayab Tahsildars, Medical Officers and Audit Officers whereas for the last two years, appointments are being made on irregular basis by Haryana Skill Employment Corporation. In this series, it has come to light that during the second term of the BJP run government, HPSC has given on an average of 300 jobs a year in different categories of posts.

According to the data provided by the government, as many as 2904 posts for different posts have been recruited by HPSC from 1 September 2019 to 15 February 2024. In terms of category wise appointments on the basis of reservation, a maximum of 2038 candidates belonging to general category were appointed on different posts. After this, a total of 385 posts have come under Schedule Caste (SC) category. Similarly, the candidates belonging to Backward Class (BCA) and Backward Class (BCB) categories have been recruited on 214 and 119 posts. Whereas the 108 candidates from Economically Weaker Section (EWS), 26 from Ex Servicemen (ESM) , 10 from EBM, and 4 from Dependent of ESM (DESM) candidates have been recruited.

On the other hand, It is pertinent to mention that among the recruitments made by HPSC in Haryana in last about four and a half years, the maximum recruitment has been made in the first one and a half months of the election year i.e. 2024, between January 4, 2024 and February 15, 2024. Although the recruitment process was already going on, the recruitments were implemented only in 2024. In the above mentioned period of about one and a half months, a total of 1274 candidates, 33 percent of the total posts, were appointed by HPSC on different posts in Haryana. After this, a total of 788 posts were recruited in the year 2023 and 503 posts in 2019. Thus, 71 percent of the total posts have been recruited by HPSC in the two years 2024 and 2024 only while 284 and 55 in 2020 and 284 in 2022 respectively. Be it BJP, Congress or INLD run government, it has been seen in all the governments that most of the a maximum of posts were recruited in the election year The way one third of the total job have been filled by HPSC in the election year, it the ruling party is most likely to take political mileage from the same On the other hand, the BJP-led government and the opposition have been at loggerheads over the functioning of HPSC. Opposition parties, Congress, Aam Aadmi Party and INLD continuously cornered the government inside and outside the Assembly saying that there was huge rigging during the recruitments in HPAC and jobs were given by paying money.

Apart from aforementioned, recently, the information was sought as to how many youth have been given jobs so far through the establishment of HRKN and in response to this, the information supplied by the concerned body revealed that from the year 2022 till now, 118880 jobs have been given to the youth seeking jobs. In the year 2022, as many as 1793 youth have been given jobs in the ‘’Fresh Job’’ category by HRKN, while 96209 youth have been given jobs in the ‘’Ported Job’’ category, hence a total of 98002 youth have been given jobs in the year 2022. Whereas last year 2023, as many as 9897 and 9047 jobs have been given in ‘’Fresh Job’’ and ‘’Ported Job’’ categories respectively to the youth in the ported category. In this context, a total of 18944 youth were given jobs last year. In the current year, 1443 people were given jobs in the aforesaid ‘’Fresh Job’’ category, while a total of 491 jobs in the ‘’Ported Job’’ category. Thus, the statistics revealed that this year a total of 1934 and 118880 youth have been given employment so far through HRKN after it was constituted.
