President Donald Trump appears ready to end a bitter funding dispute with UCLA, but it comes with a staggering $1 billion price tag. According to CNN sources, the Trump administration is pushing a settlement demanding UCLA pay the federal government $1 billion in installments after freezing $584 million in research funding last week.
The freeze has already sent shockwaves through UCLA’s academic community. Chancellor Julio Frenk warned students and staff that the suspended funds put research operations at “devastating” risk. Alongside the settlement amount, UCLA would also need to set aside $172 million to compensate individuals affected by alleged violations of Title VII of the Civil Rights Act, which prohibits employment discrimination on grounds such as race, sex, and national origin.
Largest Federal-College Settlement in History?
If finalized, this agreement would be unprecedented in scale, the largest settlement between the federal government and a higher education institution. A resolution monitor and a senior compliance administrator charged with upholding anti-discrimination laws would be appointed, among other stringent federal oversight measures, to UCLA’s rules.

The proposed settlement would force UCLA to make drastic policy overhauls. Among the sweeping demands:
- A ban on overnight demonstrations on campus
- A complete revamp of protest policies
- Ending race- and ethnicity-based scholarships
- Granting federal monitors full access to admissions data
- Guaranteeing single-sex housing options for women
- Ensuring equal recognition for female athletes
- Halting gender-affirming care at UCLA’s hospital and medical school

This latest crisis comes as UCLA faces additional scrutiny. The Department of Justice is investigating allegations of antisemitism on campus. UCLA recently settled a lawsuit claiming it failed to protect Jewish students during 2024’s pro-Palestinian protests. In March, the university launched its own antisemitism prevention initiative in response.
