The United Nations Security Council is preparing for an important vote on a U.S.-written resolution that aims to approve a new international plan for Gaza. The resolution endorses a peace plan put forward by President Donald Trump and authorizes the creation of an international stabilization force, a move that has drawn sharp criticism from both the Israeli government and Hamas despite receiving crucial backing from the Palestinian Authority.

What Does the US Resolution Propose?

The resolution, scheduled for a Monday evening vote, outlines a two-pronged approach to stabilize Gaza. Firstly, it endorses the “Board of Peace” as a transitional authority to oversee the enclave’s massive reconstruction and economic recovery. Secondly, and more significantly, it authorizes an international stabilization force. This force would be tasked with the complex and dangerous process of demilitarizing Gaza. The mission would focus on removing weapons and taking apart military infrastructure to prevent the fighting from returning.

Why is This UN Vote So Critical?

While Israel and Hamas agreed last month to a ceasefire and a hostage-release deal—the first phase of the 20-point Trump plan, a UN resolution is seen as the essential next step. For the international community, a Council vote provides the legitimacy needed to establish the proposed transitional governing body. More practically, it offers the legal and political reassurance required for countries considering contributing troops to the risky stabilization force in a volatile post-war environment.

Who Supports and Who Opposes the Plan?

The resolution got a major lift after the Palestinian Authority announced its support. This increases the likelihood of it passing, and one UN diplomat noted it would be “difficult to oppose something Palestine supports.” Still, the proposal faces sharp pushback. In Israel, Prime Minister Benjamin Netanyahu, under right-wing pressure, has once again rejected the idea of a Palestinian state. Simultaneously, Hamas and allied Palestinian factions have rejected the resolution, calling it a “dangerous step” that imposes foreign guardianship and serves Israeli interests.

What is the Controversy Over Palestinian Statehood?

A major sticking point in the resolution is its long-term vision. The draft says that “the conditions may finally exist for a real path toward Palestinian self-determination and statehood.” This prospect is explicitly conditional on the Palestinian Authority implementing reforms and Gaza’s redevelopment advancing. This reference has proved controversial in Israel and is a central reason for Hamas’s rejection, creating a political tightrope for the resolution’s supporters.
