Ukraine’s Zelensky says a peace proposal developed with US and European partners could be finalised and presented to Putin soon, but key issues remain unresolved.

Ukrainian President Volodymyr Zelensky announced on Tuesday that diplomats are close to finalising a comprehensive peace plan to end the longrunning war with Russia. The proposal, developed alongside United States officials and backed by European leaders, is expected to be completed within days and may soon be presented to Russian President Vladimir Putin, Zelensky said. 

The announcement follows several days of intensive discussions in Berlin between Zelensky and US negotiators. The talks focused on security guarantees and postwar arrangements, with about 90% of contentious issues reportedly resolved in preliminary talks. 

Why This Peace Plan Matters?

The peace plan aims to provide a diplomatic pathway to end more than three years of war after Russia’s fullscale invasion in 2022. It represents a rare point of potential progress in a conflict that has devastated Ukraine and reshaped European security. 

Zelensky described the draft document as “very workable” but cautioned that several core issues still need resolving, especially Ukraine’s territorial integrity in regions like Donbas and Crimea.

What the Proposal Includes?

Although full details are not public, sources say the framework includes:

Security guarantees similar to NATO’s Article 5 protections.

A multinational force to help enforce peace and secure Ukrainian territory.

Mechanisms for ceasefire monitoring and defense support from the West.

A possible demilitarised economic zone framework for contested areas. 

Zelensky has repeatedly emphasised that Ukraine will not accept territorial concessions as part of peace negotiations, a stance that remains a central sticking point with Russia and Western mediators. 

Next Steps in Diplomacy

Once the plan is finalised, Zelensky said American envoys will present it to Moscow before any highlevel meetings. This step could occur within the next few days if the document receives final approval in Washington. 

Zelensky also noted that the US Congress may soon vote on security guarantees, which would give the plan stronger legal backing when presented to Russia. 

Russia’s Reaction So Far

The Kremlin has played down the proposal, with officials stating they have not yet seen the plan and offering limited comment. Moscow remains sceptical of Western influence in shaping peace terms and insists any deal must address its own security concerns. 

One Russian official stressed that Russia seeks a comprehensive peace, not just a temporary truce, and has reiterated opposition to foreign troops in Ukraine. 

European Support and Security Guarantees

European leaders, meeting in Berlin, have voiced support for security assurances for Ukraine as part of the peace framework. Plans discussed include a Europeanled force that could help maintain stability and deter future aggression. 

Western powers are pushing for strong guarantees rather than temporary measures, underlining the importance of a durable settlement that ensures Ukraine’s longterm defence

Territorial Issues Remain Key Challenge

Despite progress on many fronts, the status of Russianoccupied Ukrainian territory remains a core dispute. Ukraine has rejected proposals that would cede control of any sovereign land. 

Zelensky has insisted that no part of Ukraine will be surrendered under any peace arrangement. 

If Talks Fail: What’s Next?

Zelensky warned that a breakdown in diplomacy could trigger stronger Western actions, including renewed sanctions and increased military support for Ukraine. 

At the same time, Ukraine has reaffirmed its commitment to seeking peace through diplomatic means, even as it bolsters its defence posture. 

What This Means for Global Peace Efforts

If presented to Putin, the peace plan could mark a critical moment in efforts to end one of the most destructive conflicts in Europe since World War II. Its success will depend on whether Russia is willing to engage seriously in talks, accept security guarantees, and address territorial disputes in a way that upholds Ukrainian sovereignty.
