Rajya Sabha MP Kartikeya Sharma has proposed the formation of a Council for Future Affairs (CFA) to proactively address India’s long-term strategic challenges and emerging issues.
Introduction to the Proposal
Rajya Sabha MP Kartikeya Sharma introduced a Private Member's Resolution urging the creation of a Council for Future Affairs (CFA), envisioned to steer India's progress in cutting-edge technology sectors including AI, blockchain, and quantum computing through coordinated national efforts.
Vision for the CFA
The CFA seeks to create a connected national framework that unites research, industry (including tech start-ups), policy, and global collaboration, thereby enhancing India's capacity to lead in global innovation and future technology directions.
Inspiration from Haryana: the Department of Future
The CFA most clearly draws from the Department of Future in Haryana, and seeks to institutionalize foresight and cross-sector cooperation, especially in agriculture, education, healthcare, and sustainability, to better engage and inform decision making for improved governance.
National Policy and Digital India Approach
The CFA will also seek to align its mandates and operational plan with PM Modi's Digital India initiative to support and encourage digital empowerment through synergies with the Aadhaar, UPI, Jan Dhan Yojana, and the building of new digital public infrastructure.
Proposed Structure & Functions
The CFA consists of representatives from government, industry, academic institutions and startups, and specialized councils that will be one of the national decision-making bodies - directly reporting to the Prime Minister for prompt consideration of national priorities.
