Discipline is the fundamental pillar of good governance: CM Manohar Lal

Haryana Chief Minister Manohar Lal expressed his commitment to transforming the system over the past nine years and said that he has considered Anushasan (discipline) as the foundamental pillar of Sushasan (good governance). The basic mantra of good governance is that people can easily avail the benefits of government services at home. Chief Minister Manohar Lal was addressing the officers and others present as the chief guest at the state level program organized on Good Governance Day in Panchkula today. On this occasion, Ministers, MPs, MLAs and district administration officials from district headquarters virtually attened the event.

In homage to the distinguished figures, Pandit Madan Mohan Malviya and the former Prime Minister Bharat Ratna late Atal Bihari Vajpayee, on their birthdays, Sh Manohar Lal acknowledged that it was under the leadership of the former Prime Minister, Sh Vajpayee, that the country witnessed progress from East to West and from North to South. The initiative of fostering connectivity had begun during his tenure, which is regarded as a model of good governance. Recognizing this, Prime Minister Sh Narendra Modi launched ‘Good Governance Day’ annually on his birthday in 2014. In alignment with this vision, he had initiated the CM Window as a manifestation of Good Governance Day, two months after assuming office in 2014. Presently, over 11.50 lakh individuals have gained direct access to government through the CM Window. Manohar Lal highlighted that the journey of good governance in Haryana commenced in 2014, resulting in the establishment of trust among the people in government and its services. Adhering to the principles of good governance, the current Haryana government is facilitating convenient access to government services for citizens from the comfort of their homes.

In pursuit of transformative efforts aimed at reshaping the government system, ongoing initiatives are consistently working towards enhancing efficiency to ensure seamless availability of facilities and services to the general public. He emphasized the importance of maintaining a clear direction for good governance and stressed that it is also the responsibility of officers to ensure expeditious service delivery. Manohar Lal stated that under the leadership of Prime Minister Narendra Modi, India is progressing towards development and self-reliance through the five pledges. He acknowledged that Vajpayee played a pivotal role in laying the foundation for these pledges through his governance. During his tenure, Vajpayee initiated projects such as Pradhan Mantri Gramin Sadak Yojana, focusing on improving basic infrastructure in the country.

Prime Minister Sh Narendra Modi has continued this legacy since 2014, actively advancing the cause through many initiatives and started the Viksit Bharat Sankalp Yatra, aimed at disseminating information and ensuring the benefits of government schemes reach the people.He highlighted that in alignment with the age-old concept of good governance deeply rooted in Indian culture, the present government has been consistently working for the past 9 years to provide citizens with facilities, services, and solutions to their problems. In pursuit of this goal, the government has reformed the existing system to make it more user-friendly. Notably, the introduction of the online teachers’ transfer policy in the state witnessed a satisfaction rate of over 93 percent among teachers. Building on this success, a similar online transfer policy was implemented for employees, effectively addressing concerns related to transfers. The positive outcomes of this policy have led other states to adopt similar practices.

Furthermore, the government is committed to transparently offering government jobs to eligible candidates based on merit, devoid of any biases or financial burdens, he added.

In a further stride toward good governance, Chief Minister Sh Manohar Lal today launched the online transfer portal for Group-D employees. This portal allows employees appointed after the enactment of the Group-D Act 2018 to apply for transfers online. Additionally, individuals can use the portal to apply for transfer to other positions within the Group-D common cadre.

The Chief Minister unveiled two additional portals, one of which is the Atamnirbhar portal. This portal allows individuals to access five essential documents from their Family Identity Certificate, including the Family Identity Card, Ration Card, Caste/Income Certificate, Senior Citizen Certificate, and Very Senior Citizen Certificate. Facilities like farmer details from Meri Fasal-Mera Byora, Kisan Gate Pass, e-purchase, J-Form details, property details, marriage registration all conveniently accessible on the mobile phone through Jan Sahayak Mobile App. Apart from this, he also released the Integrated Multipurpose Activity Cooperative Societies (CMPACS) souvenir which aims to connect people with the cooperative movement.
