The Manipur High Cour tin the case Mangi Singh Vs Union of India & 9 ors observed and has directed the Ministry of Home Affairs and the Ministry of Road Transport and Highways for filing an affidavit in order to explain the steps that have been taken by them against the blockade imposed on the National Highway-2, NH-2. The bench comprising of Justice Ahanthem Bimol Singh and Justice A. Guneshwar Sharma was hearing the present case wherein the PIL was moved pertaining to the blockade of the highway during the ongoing crisis in Manipur.
The court in the case observed that as the responsibility of maintenance and free flow of traffic on the National Highway lies with the Central Government, the Ministry of Home Affairs and Ministry of Road Transport and Highways are directed for filing an affidavit in order to explain the steps that have taken by them for opening the blockade imposed on the NH-2 and what are the difficulties faced by them which prevents them from opening the free flow of traffic on the NH-2 on or before the next date along with advance copy to the counsel appearing for the parties. Further, the bench in its order stated that the Ministry of Home Affairs and the Ministry of Road Transport and Highways should appear before the court and explain the matter personally, if the said affidavit is not filed.
Accordingly, the court listed the matter to be next heard on July, 05, 2023.
