Haryana Chief Minister Nayab Singh Saini, who also holds the finance portfolio, will present Haryana Budget 2025-26 on March 17. Since it is the first budget since the formation of BJP government in Haryana in October last year the people across the state have high expectations from this year’s budget.
Nayab Singh Saini is expected to come up with big announcements for women and youth in a bid to fulfil promises made before polls, including giving Rs 2100 per month to women and increasing the scope of gas cylinders for Rs 500. Currently, the government is providing the benefit of the gas cylinder scheme to only 13 lakh families in the state
Saini is also likely to give a big relief to the youth in the form of government jobs in the budget. He had promised to give 2 lakh government jobs in the assembly elections, and Saini has given appointment letters of government jobs to 26 thousand youth after the formation of the BJP government in the state. The government will now give government jobs to an average of 40 thousand youth every year.
Notably, public suggestions were invited through an online portal for the first time, receiving over 10,000 responses. The upcoming 2025-26 state budget will be growth-orientated, with a special focus on health, sports, infrastructure, agriculture, education and women’s empowerment.
The youth are keen to see new job opportunities, while the general public is looking forward to welfare schemes and development projects. Even as the government, led by Nayab Saini, has taken several pro-people decisions in recent months, increasing anticipation for this budget.
The officials expressed confidence that the budget for the financial year 2025-26 will focus on an inclusive and welfare-oriented approach as people expect that BJP will fulfill many promises made by the BJP during the Assembly elections. Since taking office five and a half months ago, CM Saini has already fulfilled 19 promises from the BJP’s manifesto, while work is underway on 14
others. This budget is expected to implement 50 more promises from the manifesto, predicted by the officials associated with the finance department.
Before the Assembly elections, the BJP had made 217 promises, which were to be fulfilled over five years. In both 2014 and 2019, the party successfully delivered on its commitments. As finance minister, CM Saini has held meetings with nearly two dozen stakeholders and received 11,000 suggestions online to shape the budget. Officials are finalizing the details under the guidance of Chief Principal Secretary to the CM, Rajesh Khullar.
This year’s budget will focus on the welfare of the underprivileged, farmers, women, and youth. The largest portion of the budget is expected to be allocated for farmers’ welfare and women’s empowerment. The state government may also announce the establishment of Cultural Model Schools within a 10-km radius of major towns. In the past, the government fulfilled its promise of setting up colleges within a 20-km range.
Under the Lado Lakshmi Yojana, provisions will be made to provide financial assistance of Rs 2,100 per month to women. The budget may also include funds for a kinnow processing plant in Sirsa, a guava processing plant in Hisar and Fatehabad, and a Green Hydrogen Hub in Mahendragarh.
Last year, Haryana’s budget was Rs 1.89 lakh crore, which was 11 percent higher than the previous year’s allocation. This time, CM Saini is expected to present a budget of around Rs 2 lakh crore, said the officials.
The other key announcements are expected in this budget, including the opening of coaching centers for competitive exams in districts like Fatehabad, Rohtak, and Jind, specifically for Scheduled Caste and Backward Class students. The government also plans to set up North India’s largest solar energy park in Charkhi Dadri and an Industrial Model Township (IMT) in Karnal. Additionally, a national-level sports complex in Jhajjar may be included in this year’s budget.
Some of the major promises made by the BJP in its election manifesto include free scooters for top-performing girl students, two lakh new government jobs, and loans up to Rs 25 lakh at low-interest rates for young entrepreneurs. The budget is also likely to include incentives for farmers to shift away from paddy cultivation and adopt natural farming, increasing the incentive amount.
Meanwhile, Haryana Agriculture and Farmers’ Welfare Minister Shyam Singh Rana emphasized the importance of values and spiritual teachings in making India a global leader.
