During his two-day visit to Bhutan from November 11–12, Prime Minister Narendra Modi strengthened both spiritual and strategic ties with the Himalayan kingdom. He held key meetings, opened new infrastructure projects, and joined an important Buddhist ceremony—signs of the deep and lasting friendship between the two nations.

What is the Kalachakra Empowerment?

The main visual and spiritual moment of the visit was when PM Modi and Bhutan’s former King, Druk Gyalpo Jigme Singye Wangchuck, jointly inaugurated the Kalachakra Empowerment ceremony. But what does this intricate ritual truly mean for the uninitiated? The Kalachakra is one of Tibetan Buddhism’s most complex and revered initiations. It is not merely a prayer service but a profound, three-day empowerment ceremony.



The sacred ritual bestows blessings and permission for advanced meditative paths. Its core ideas express how the self and the universe are intertwined, showing that every being holds the spark of enlightenment. Conducted under the Global Peace Prayer Festival 2025, the ceremony, led by Bhutan’s top monk Je Khenpo, sent out a message of compassion and global unity.

Strengthening the Bilateral Framework

Beyond spirituality, the visit placed strong emphasis on building the India-Bhutan relationship. PM Modi’s detailed meeting with King Jigme Khesar Namgyel Wangchuck covered the entire scope of bilateral engagement. Together, they identified key areas of cooperation to guide future progress.

The high-level dialogue underscored the trusted and strategic nature of the India-Bhutan bond, with India once again emphasizing its pride in contributing to Bhutan’s development story.

Tangible Symbols of Friendship: Which Projects Were Launched?

A relationship is often measured by its tangible outcomes, and this visit produced significant ones. PM Modi and King Jigme Khesar Namgyel Wangchuck jointly inaugurated the Punatsangchhu-II Hydropower Project. PM Modi himself called it an “enduring symbol” of the friendship between the two countries. By boosting Bhutan’s economy and meeting India’s energy needs, this project emphasizes energy cooperation as a crucial component of the alliance.

Strengthening this partnership further, India offered a line of credit worth ₹4,000 crore to support Bhutan’s development projects. To boost people-to-people ties, PM Modi also announced a new immigration checkpoint at Hatisar, across from Bhutan’s Gelephu, to ease cross-border travel. The exchange of three Memoranda of Understanding (MoUs) added more layers to this expanding collaboration.

What is the Global Peace Prayer Festival?

The Global Peace Prayer Festival 2025 formed the backdrop for the visit’s spiritual events. One of the world’s most important spiritual events, it brings together Buddhist monks, adherents, and peace advocates from November 4 to 17. It is organized by the Royal Government of Bhutan. The festival celebrates unity, faith, and healing—spreading a message of hope to a divided world.
