ED conduct raids at residence of Vikas Bansal in Panchkula, Bansal had filed complaint against former ED officer Vishaldeep

ED on Thursday conducted a raid at the residence of Vikas Bansal in Sector 16, Panchkula. Bansal had earlier filed a complaint against former ED Assistant Director Vishaldeep, who is accused of demanding bribes from educational institutions involved in the Himachal Pradesh scholarship scam.

The Enforcement Directorate (ED) on Thursday conducted a raid at the residence of Vikas Bansal in Sector 16, Panchkula. Bansal had earlier filed a complaint against former ED Assistant Director Vishaldeep, who is accused of demanding bribes from educational institutions involved in the Himachal Pradesh scholarship scam. The Panchkula Police had registered a case against Vishaldeep based on Vikas Bansal’s complaint. According to Bansal, his brother Rajneesh Bansal had also filed a complaint against Vishaldeep, after which the Central Bureau of Investigation (CBI) had registered a case against him under the Prevention of Corruption (PC) Act.

In this case, Rs 1.25 crore was recovered from Vishaldeep’s brother Vikasdeep. Bansal further alleged that on January 3, around 4 PM, his nephew Mannat received a phone call from a person named Rohit Gurjar, who claimed to be a member of the Lawrence Bishnoi gang. The caller allegedly threatened the family and demanded Rs 50 lakh to withdraw the complaint against Vishaldeep. He also warned of dire consequences if the complaint was not taken back.

The Himachal Pradesh scholarship scam took place between 2012 and 2017, involving the misappropriation of Rs 181 crore. In 2019, after a CBI investigation, cases were registered against 29 educational institutions in Himachal Pradesh. ED also launched a separate probe into the matter. During the investigation, Vishaldeep, who was then an ED Assistant Director, was accused of demanding a bribe of Rs 2.5 crore. Following this, the CBI team from Chandigarh arrested Vishaldeep, along with his brother and cousin.

Bansal had filed a complaint with the Sector 14 police station on January 9 that the CBI had registered a case against Vishaldeep on the complaint of his brother Rajnish Bansal. Vishaldeep’s brother Vikas Deep has also recovered Rs 1.25 crore from the accused in the case. In Himachal Pradesh, a scholarship scam of Rs 181 crore took place during the year-2012-17. In 2019, a case was registered against 29 educational institutes in Himachal Pradesh after a CBI probe. The ED had also registered a separate case in this regard.

The case was then being probed by ED Assistant Director Vishaldeep and Vishaldeep was accused of demanding bribe of Rs 2.5 crore. The CBI team, Chandigarh, had registered a case and arrested Vishaldeep and his brother and cousin. ED Attaches Rs. 87.64 Crore in Properties of Gupta Builders Under PMLA in Mohali

The ED’s Zonal Office has provisionally attached immovable properties worth Rs. 87.64 Crore under the provisions of Prevention of Money-laundering Act (PMLA), 2002 belonging to Ms. Gupta Builders and Promoters Pvt. Ltd. (M/s. GBPPL). As per the ED the attached properties include incomplete flats, shops and villas at GBP Camellia situated at Aujla village of district SAS Nagar. The ED had initiated investigation on the basis of FIRs registered by Chandigarh and Punjab Police against real estate company Ms. GBPPL through its Directors namely Satish Kumar and Raman Gupta, Pardeep Kumar, Vinod Kumar and Anupam Gupta.

ED investigation revealed that an aggregate amount of Rs. 478 Crore was collected by thecompany from buyers. They duped the innocent buyers by promising them to deliverflats/plots/commercial spaces. However, they neither delivered the projects nor returned their money.

During the course of the investigation, searches under PMLA, 2002 were also conducted at various premises of entities and persons. Further, as the Directors of Ms. GBPPL failed to join ED investigation despite frequent opportunities, the Special Court (PMLA), Chandigarh declared Satish Gupta, Pardeep Gupta, Vinod Gupta and Raman Gupta as “Proclaimed Offenders vide its order in August 2023 result of PMLA investigation, |various movable and immovable properties related to Proceeds of Crime worth Rs. 305.51 Crore purchased in the name of Ms. GBPPL and other related persons were identified and attached by ED. These properties are located in Zirakpur and Mohali, Punjab.
