Chief Secretary Atal Dulloo pushes for enhanced quality in skill development courses and accelerated solar projects implementation

Chief Secretary Atal Dulloo chaired a comprehensive review meeting today to evaluate the impact and progress of various schemes and projects implemented by the Skill Development (SDD) and Science & Technology (S&T) Departments in the Union Territory.
During the review of the Skill Development Department, Chief Secretary Dulloo emphasized the need for a critical assessment of the viability of courses offered by skill-imparting institutions in the UT. He urged the department to take measures to enhance overall enrollment and placement of students undergoing training. Recognizing the potential of skilling to provide gainful employment, he stressed the importance of relevant courses, rigorous training, and alignment with market demands. Dulloo advised the institutions to become hubs for imparting in-demand skill sets, coupled with incubation and mentorship to secure the future of students.
He instructed the department to track the progress of alumni, gather feedback, and identify challenges they face in securing employment. Additionally, he called for a survey to understand the skill gap between the local population and industry requirements.
Chief Secretary Dulloo directed the department to optimize the utilization of Centers of Excellence and leverage schemes like PMKVY, STRIVE, and SANKALP to empower the youth and marginalized groups. Inquiring about the infrastructure, Dulloo sought information on labs, machinery, faculty, and plans for curriculum and manpower upgrades. The Commissioner Secretary, SDD, Saurabh Bhagat, presented achievements and ongoing schemes, highlighting the department’s move towards offering online services and the high intake capacity utilization.
Shifting focus to the Science & Technology Department, Chief Secretary Dulloo urged intensified efforts to complete solar energy projects in the UT. He emphasized providing guidance to industries on transitioning to solar power and collaborating with the Power Development Department (PDD) for projects like PM KUSUM and Grid-connected Solar Rooftop initiatives.
The Commissioner Secretary shared the status of solar projects, including the 200 MW Jammu Solar City Mission and the PM KUSUM scheme for solar pumps in the agriculture sector.
The meeting concluded with a call for accelerated implementation and a focus on sustainable development in both skill enhancement and solar energy initiatives.
