US Offers to Ease Russia Sanctions in Peace Proposal to End Ukraine War: Report

The United States has tabled a peace plan to its allies that includes the possibility of lifting sanctions on Russia if a permanent ceasefire is attained in Ukraine. The initiative is reported by Bloomberg to be a renewed American effort to end the war through diplomatic means.

US Proposal Tabled during Paris Meeting

The proposal was allegedly shared in high-level discussions in Paris on Thursday, where French President Emmanuel Macron met with US envoy Steve Witkoff, and US Secretary of State Marco Rubio met with national security advisors and French, German, British, and Ukrainian negotiators.

Sources quoted in the report said that the US plan provides conditions for bringing the conflict to a halt. One of the main elements is possible relief from sanctions, but only if the ceasefire is sustainable.

Status Quo to Be Maintained Under the Plan

According to the reported proposal, the current territorial situation would remain unchanged. This would leave Ukrainian territories currently occupied by Russia under Moscow’s control. Ukraine would also be barred from joining NATO under the deal, essentially freezing the conflict as it stands.

Marco Rubio Issues Warning of Deadline for Action

Even as diplomatic outreach appears to be underway, U.S. Secretary of State Marco Rubio issued a stern warning on Friday. He said that the Trump administration may drop its peace initiative unless tangible progress in the next few days.

“we’re not going to take this out for weeks or months. We have to make a quick decision, in days, on whether an agreement is possible in the next few weeks. If it is, we are committed. If not, we move on to other priorities,” Rubio stated during the negotiations in Paris.

Mixed Signals Within US Leadership

While Rubio expressed a sense of urgency and possible retreat from peace talks, US Vice President JD Vance painted a more optimistic picture. Speaking in Rome on the same day, he stated that he was still “optimistic” about the chances of bringing an end to the war, even with continuing difficulties.

US Seeks Diplomatic End to Prolonged Conflict

The offer is made as world leaders grow more worried about the length of the conflict and its worldwide economic and political implications. Through provision of sanctions relief contingent upon a verified ceasefire, the US hopes to stimulate talk and possibly set the stage for a long-term settlement.

The diplomatic effort points to the delicate balancing that Washington is trying to do—engaging the allies, preventing further escalation, and looking for a political resolution to a war that has upended global geopolitics.
