The United Arab Emirates is creating a new world standard in lawmaking innovation by incorporating artificial intelligence (AI) in its legislative process. The announcement was made during a UAE Cabinet session at Qasr Al Watan in Abu Dhabi by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, about the establishment of a new AI-powered legislative system.

A Regulatory Intelligence Office to Manage AI-Based Legislation

As part of this plan, the UAE Cabinet endorsed the creation of a Regulatory Intelligence Office within the general secretariat of the Cabinet. The office will have an important role in consolidating a single legislative framework connecting all federal and local legislation.

“Today, I chaired the Cabinet meeting at Qasr Al Watan in Abu Dhabi, where we made key decisions to advance legislative processes. We approved the establishment of the Regulatory Intelligence Office within the Cabinet. This office will work on creating a comprehensive legislative plan that brings together all federal and local laws in the UAE, connecting them through artificial intelligence with judicial rulings, executive procedures, and public services,” Maktoum stated, according to Gulf Today.

AI to Reduce Lawmaking Time by 70%

The AI ecosystem will monitor the daily effects of laws on society and the economy. It will process large-scale data to offer actionable insights and recommend timely updates or reforms. Middle East AI News says this will cut the time taken for research, drafting, and approval of new laws by as much as 70%.

“This new legislative system, powered by artificial intelligence, will change how we create laws, making the process faster and more precise,” Sheikh Mohammed tweeted on X.

International Cooperation towards Smarter Laws

Global research centers will support the system in aligning UAE laws with the world’s best legislative practices. It will generate a central legislative map, connecting judicial decisions, executive protocols, and public services.

“The new system will allow us to track the daily impact of laws on our people and economy using large-scale data, and it will regularly suggest updates to our legislation. The system will be linked to leading global research centers to follow the best international policies and legislative practices, adapting them to suit the UAE’s unique circumstances,” Maktoum said.

A Strategic Edge Through Legal-Tech

The step is one of a wider strategy by the UAE to bring AI into all government services, infrastructure, and economic planning. The judiciary has already spent money on AI, and this legislative development represents another significant milestone.

Maktoum highlighted the long-term vision behind the initiative, “This new legislative system, powered by artificial intelligence, will change how we create laws, making the process faster and more precise. It will ensure that our legislative framework stands out, aligning our laws with the best global practices while staying true to the unique path of our rapid development.”
