Willing migrants must return home by 24 June: SC tells Centre and states

The Supreme Court has asked Centre and states to ensure that all willing migrant workers should reach their native states by 24 June. The apex court has given a detailed order asking the Centre and states to file affidavits on compliance and will now hear the case on 8 July. While all states have been asked to consider withdrawal of police cases against migrant workers for lockdown violations, the Centre will have to provide additional trains within 24 hours of the demand request made by states.

To ensure gainful employment of all incoming migrants, states will have to ensure registration of all migrants, map their skills and provision of ample job opportunities in their home states. States will have to collect statistics block-wise and village-wise and submit affidavits in the top court on jobs created for migrant workers.

The apex court had ordered free transport for migrant workers to their native places, which means no rail or bus fare can be charged from them. Noting several lapses in registration, transport and provision of food and shelter to migrants, the court had passed a slew of directions to alleviate their distress.
