UPSC asked to Cancel process to promote HCS officers to IAS

A letter has been written to the Union Public Service Commission (UPSC) seeking the cancellation of the ongoing process related to the promotion of HCS (Executive) Officers of the 2002 batch to IAS, whose files were recently sent. Raising objections to the process, Karan Singh Dalal, a Congress leader, stated that myself and some unselected candidates have challenged the selection of HCS (Executive Branch) and other Allied Services (2002 batch) via Civil Writ Petition 15390 of 2002 titled “Karan Singh Dalal & others vs. State of Haryana & others” in the Punjab and Haryana High Court on the grounds of various illegalities and irregularities in the process due to favoritism and nepotism done at the instance of the then Chief Minister OP Chautala and his close associates.

Who were in charge at that time. The said selection process was merely a farce to select and accommodate influential people closely related to the high-ups of the then political regime headed by then Chief Minister O.P. Chautala. Furthermore, he mentioned that the writ petition is pending adjudication and fixed for further hearing on January 8, 2024. Now, the State Vigilance Bureau Haryana.

After conducting a thorough investigation, has found the selection of HCS (Executive) Officers of the 2002 batch as tainted and has charged them after finding them guilty of committing various offenses of forgery, cheating, and corruption under sections 420, 467, 468, 471, 120B IPC, and Section 13 of the Prevention of Corruption Act. They have been summoned by the Ld. Special Court at Hisar and are now facing trial under the said offenses. Despite this, these candidates are manipulating government affairs through Dushyant Chautala, Deputy Chief Minister, Haryana, who is the grandson of O P Chautala.

With whose connivance the entire scam was carried out. Furthermore, requesting the UPSC to reject the recommendations of the Haryana government regarding the promotion of tainted HCS Officers of the 2002 Batch, Karan Singh Dalal said that the Hon’ble High Court, considering the seriousness of the allegations and noting that candidates who secured very high marks in the written examination were given very few marks in the interview and declared unsuccessful, while candidates who secured low marks in the written examination were given very high marks in the interview and got selected, summoned the record of the selection in a sealed cover and ordered the inspection of answer sheets of all the selected candidates in the presence of the Joint Registrar of the Hon’ble Punjab & Haryana High Court. He said that the Government, while recommending their names for promotion, has also intentionally concealed its stand taken in court earlier.

The Government, while recommending their names for promotion has also ignored that your good offices have even raised the same objection and sent their case back last time at the beginning of this year when the candidates managed to get their names recommended for promotion, sensing that it would be difficult for them if the chargesheet is filed in court by the State Vigilance Bureau against them. But now, the situation has become worse for them as they have been chargesheeted for various offenses under the Indian Penal Code and Corruption Act.
