Over 37% Of Haryana Budget To Be Spent On Pension, Salaries

Amid the ongoing budget session, the Haryana government has proposed a budget of Rs 177255.99 crore for the year 2022-23, with an increase of 15.6 percent over Revised Estimates 2021-22 of Rs 153384.40 crore. Out of the proposed budget, 37.25 percent amount that is 39639 crore of the total budget, had been fixed for Salary and Pension Expenditure. An amount of Rs 28438 crore will be spent on the salary of employees while the remaining 11201 crore will be spent on the pension portion. Thus, the divided portion among both is 26.72 percent and 10.53 percent respectively. It is pertinent to mention that in Budget Estimates, total revenue receipts are projected to be Rs 106424 crore which comprises tax revenues of Rs 73727.50 crore, non-tax revenues of Rs 12205 crore. Besides this. capital receipts are projected to be Rs 5393.89. Out of the total budget, an amount of Rs 114444.98 crore has been mapped to the schemes pertaining to Sustainable Development Goals ( SDGs) being implemented in the state.

The budget outlay comprises 34.4 percent as capital expenditure of Rs 61057.36 and 65.6 percent as revenue expenditure of Rs 116198.63 crore. The statistics showed that out of the proposed budget, 43.71 percent of the consolidated fund is likely to come from State Own Tax Revenue while 32.84 percent will come from 32.84 percent.

In this series, Devolution from Centre, Non Tax Revenue and Other Receipts constitute the 12.2 percent, 7.28 percent, and 3.95 percent of consolidated funds respectively. If we look at the component of expenditure, then what comes to light is that 31.37 percent of the total budget will be spent on Repayment of Debts to be followed by 32 percent of the budget fixed for Social Services. Apart from this, 22.12 percent and 14.09 percent of the proposed budget will be spent on Economic Services and General Services respectively.
