Home voting introduced for elderly and persons with disabilities in J&K

The Union Territory of Jammu and Kashmir has taken a significant step towards inclusive democracy by introducing home voting for elderly citizens above 85 years of age and Persons with Disabilities (PwDs) meeting the 40% benchmark disability criteria in the ongoing 2024 Lok Sabha elections.

This pioneering initiative aims to enhance accessibility and ensure that every eligible voter can exercise their democratic right conveniently from their homes. Eligible voters in these categories have already started casting their votes for the initial phases of polling.

The Election Commission of India’s commitment to inclusivity is demonstrated through this provision, ensuring that no voter is left behind due to physical limitations or disabilities.
To avail this facility, eligible voters must complete Form 12D within five days of the election notification and submit it to the returning officer. PwD voters must also provide a baseline disability certificate with their application.

Booth Level Officers (BLOs) oversee the process, retrieving Form 12D from the elector’s residence after the completion of necessary documentation. Candidates receive a list of these electors to ensure transparency, with the option to designate a representative to supervise the process. A dedicated team of polling officials, accompanied by security personnel, conducts visits to voters’ residences to collect their votes as per the scheduled plan. Voters receive advance notifications of the visit, allowing them to prepare for the voting process comfortably and securely. Additionally, voters receive SMS notifications regarding the days when home voting facilities will be active, enhancing accessibility and awareness. The entire home voting procedure is documented through video recordings to maintain transparency and integrity. The implementation of home voting exemplifies a progressive approach towards empowering voters and ensurin g their active participation in the democratic process.

Notably, home voting has already commenced in PC-4 Udhampur, benefiting identified voters across Kathua, Udhampur, Ramban, Doda, and Kishtwar districts who are casting their votes via postal ballots.
