The Unlawful Activities (Prevention) Act, 1967, empowers the Central Government to add individuals to the Fourth Schedule if there is a belief that they are involved in terrorist activities. The notification issued by the Ministry of Home Affairs cites Mohammad Qasim Gujjar, also known as Salman or Suleman, aged approximately 32, with a permanent residence in Angrala, Tehsil Mahore, District Reasi, Jammu.
