The Economic Offences Wing of the Crime Branch Jammu has submitted a comprehensive 301-page preliminary charge sheet in connection with FIR No. 11/2017, under sections 420, 465, 468, 471, and 120-B RPC, registered at Police Station Crime Branch Jammu. The accused in question are a husband-wife duo:
Gurbaksh Singh @ G.B Singh (MD-Kissan Institute of Technology, R.S Pura) S/o Late S. Sewa Singh R/o H.No. 64 W.No. 08 R.S.Pura Jammu A/P H.No.177 near Geeta Mandir Bakshi Nagar Jammu.
Bharti Bhat (Principal KIT, R.S Pura) W/o Gurbaksh Singh D/o Jia Lal Bhat R/O H.No.177 near Geeta Mandir Bakshi Nagar Jammu.
The case revolves around allegations of cheating students by providing them with counterfeit diploma certificates in trades like Plumber and Electrician. The accused posed as the Managing Director and Principal of Kisan Institute of Technology, R.S. Pura, Jammu, even though they were not authorized to conduct such examinations or issue diplomas for various NCVT and SCVT trades. These forged certificates were subsequently used by students to secure employment in the PHE Department as skilled workers.
The case came to light when a complaint was filed by Harpreet Singh and others against the Executive Engineer of the PHE Department, Division Poonch. It was alleged that individuals with Plumber/Electrician diploma certificates from Kissan Institute of Technology, R.S. Pura, Jammu, had been hired as casual laborers. However, a subsequent verification by the Directorate of Technical Education revealed that these diploma certificates were fraudulent. It was further discovered that the permissions and affiliations granted to the Kissan Institute of Technology for running NCVT and SCVT courses had been kept in abeyance since August 2016. Despite this, the institute admitted students, issued them fake diploma certificates, and facilitated their fraudulent employment.
Upon receiving the complaint and verification report, the Crime Branch Jammu initiated a thorough investigation. Material evidence, including documentary records and FSL reports, were collected, statements of complainants and witnesses were recorded under section 161 Cr.PC, and circumstantial evidence was considered. As a result, the accused individuals have been charged with offenses under sections 420, 465, 468, 471, and 120-B RPC.Additionally, the Economic Offences Wing of the Crime Branch Jammu also submitted a charge-sheet in another case, FIR No. 68/2022, under sections 420, 465, 468, 471 RPC, for judicial determination.
