The National Democratic Alliance (NDA) has released its manifesto for the upcoming Bihar Assembly Elections 2025. The alliance announced a wide range of promises focusing on employment generation, women's empowerment, farmers’ welfare, and infrastructure development.
The manifesto was launched in Patna on Thursday in the presence of senior NDA leaders, including BJP national president Jagat Prakash Nadda, Chief Minister Nitish Kumar, Bihar BJP election in-charge Dharmendra Pradhan, Union Minister Jitan Ram Manjhi, Chirag Paswan, Upendra Kushwaha, Sanjay Jha, Samrat Choudhary, and Dilip Kumar Jaiswal.
Focus on Employment and Skill Development
The NDA has made employment creation its biggest promise. According to the manifesto, the alliance aims to provide over 1 crore government jobs in Bihar. Alongside, a “mega skills center” will be set up in every district to train youth and prepare them for global job opportunities.
The alliance also announced that after training, Bihar’s youth would be sent abroad for work. This step aims to make the state a global skill hub.
Empowering Women Through Financial Support
Women's empowerment is one of the key pillars of the NDA’s vision. Under the “Chief Minister Women Employment Scheme”, women will receive up to ₹2 lakh as financial assistance.
The manifesto also includes an ambitious plan to create 1 crore “Lakhpati Didis”—women earning at least ₹1 lakh annually. A new program called “Mission Crorepati” will help women entrepreneurs become crorepatis.
Support for Backward and Extremely Backward Classes
The NDA has promised financial support of up to ₹10 lakh for various professional groups among the Extremely Backward Classes (EBCs).
To ensure fair representation and empowerment, the manifesto proposes establishing a high-level committee headed by a retired Supreme Court judge. The committee will assess the socio-economic conditions of EBC communities and recommend appropriate welfare measures.
Farmers’ Welfare and Legal MSP Guarantee
Farmers remain a priority in the NDA’s manifesto. The alliance has promised a legal guarantee for Minimum Support Price (MSP) on all major crops.
The government will also launch the “Karpoori Thakur Kisan Samman Nidhi”, offering ₹3,000 per year to farmers, totaling ₹9,000 annually.
An investment of ₹1 lakh crore is planned in agri-infrastructure. Every panchayat will have MSP-based procurement for crops such as rice, wheat, maize, and pulses.

- The NDA promises to transform Bihar’s infrastructure under the “Bihar Gati Shakti Master Plan”.
- Construction of 7 new expressways.
- 3,600 km of modernized railway tracks.
- Expansion of Amrit Bharat Express and Namo Rapid Rail services.
- Launch of metro services in 4 new cities.
- The government plans to develop “New Patna” as a greenfield smart city and build satellite townships across major cities.
- Air connectivity will also improve with new international airports in Patna, Darbhanga, Purnia, and Bhagalpur, and domestic flights from 10 new cities.
- Industrial Revolution and New-Age Economy
- The NDA plans to make Bihar an industrial and technological hub. Through the “Developed Bihar Industrial Mission”, the alliance will attract an investment of ₹1 lakh crore to create new industrial parks and manufacturing units in every district.
- Under the “New-Age Economy” initiative, Bihar aims to attract ₹50 lakh crore investment and become a global back-end hub for IT and service industries.
- Welfare and Social Schemes
- The NDA promises to continue social welfare schemes, including:
- Free ration for the poor.
- 125 units of free electricity.
- Free healthcare up to ₹5 lakh under state schemes.
- 50 lakh new pucca houses for the poor.
- Social security pensions for vulnerable families.
- For education, the government promises free schooling from KG to PG for all poor students. Schools will also get modern skill labs and a nutritious breakfast along with mid-day meals.
- Making Bihar an Education and AI Hub
- The NDA plans to establish a World-Class “Education City” and rejuvenate district schools with ₹5,000 crore investment.
- Bihar will also emerge as India’s Artificial Intelligence (AI) hub. “Centers of Excellence” will train youth in AI and digital technologies.
- Promoting Industry, Export, and Local Products
- The manifesto highlights plans to promote Bihar’s unique products, such as makhana and silk.
- A Mithila Mega Textile and Design Park and Ang Mega Silk Park will help make Bihar South Asia’s textile hub.
- The state will host 100 MSME parks and support over 50,000 cottage industries under “Vocal for Local.”
- New projects like Defense Corridor, Semiconductor Manufacturing Park, and Fintech City will boost employment and innovation.
- Healthcare, Sports, and Tourism
- The NDA plans to build a world-class Medisity and ensure that every district has a fully functional medical college.
- Special hospitals and schools for children with autism and sports centers of excellence at the divisional level are also planned.
- To boost tourism, projects include:
- Development of Ramayan, Jain, Buddhist, and Ganga Circuits.
- Construction of Film City and Sharda Sinha Cultural University.
- Establishment of 1 lakh green homestays through collateral-free loans.
Focus on Flood Control and Agriculture Boost
The NDA has pledged to make Bihar flood-free within five years.
A Flood Management Board will be formed under the “Flood to Fortune” model. The plan includes river linking, embankment strengthening, and canal construction to promote agriculture and fish farming.
With these promises, the NDA aims to project a vision of a “Developed Bihar”—a state of prosperity, employment, and empowerment. The alliance said its vision is to transform Bihar into a modern, global, and inclusive economy while ensuring the welfare of every citizen.
