Delhi cracks down on illegal constructions, fire safety violations

Delhi Chief Minister Rekha Gupta chairs a High Level Meeting on Friday at Delhi Secretariat. Meeting was convened in the wake of recent tragic incidents linked to illegal constructions, fire safety lapses, and administrative negligence.

Senior officers from MCD, Delhi Police, Fire, DDA & all concerned departments attended the meeting.

Addressing the media after a high-level meeting chaired by Chief Minister Delhi Home Minister Ashish Sood said the Delhi Government has adopted a policy of “zero tolerance” towards corruption, negligence, and violations of fire safety and building regulations.

Highlighting long-standing coordination issues among agencies such as the Municipal Corporation of Delhi (MCD), Delhi Development Authority (DDA), Fire Department, Electricity Department, and Police, Sood announced that District Magistrates will now play a central role in ensuring compliance and accountability.

Under the new framework, DMs will be empowered to identify officials responsible for lapses, recommend departmental action, file FIRs where necessary, issue show-cause notices, and initiate immediate proceedings against those found violating norms.

Under the Act, If any official is found complicit, negligent, or involved in collusion, stringent action, including prosecution and imprisonment, may be initiated as per the law.

Sood said government officials whose negligence, carelessness, or corruption leads to loss of life or property will be held personally responsible. Action against such officials could extend beyond suspension and include withholding salaries, pensions, and retirement benefits, as well as recovery of losses from their personal assets.

To strengthen enforcement, Joint Committees will be constituted across Delhi which will include senior representatives from the Delhi Fire Service, Police, electricity distribution companies (DISCOMs), MCD, and other concerned departments and to be headed by DM. 

The committees will conduct regular inspections of hotels, guest houses, restaurants, banquet halls, and other commercial establishments. Any establishment operating without mandatory fire safety clearances or violating prescribed norms will face immediate sealing action.

Delhi government has announced review of all construction activities exceeding the approved G+4 (Ground Plus Four Floors) limit in Delhi. 

Buildings found violating sanctioned plans or involved in unauthorized construction will be sealed without delay.
