In a historic move, the UAE Cabinet, chaired by Sheikh Mohammed bin Rashid Al Maktoum, has approved the launch of the world’s first integrated regulatory intelligence ecosystem, marking a major leap forward in AI-powered governance.

Joined by top UAE leaders, including Sheikh Mansour bin Zayed, Sheikh Maktoum bin Mohammed, Lt. Gen. Sheikh Saif bin Zayed, and Sheikh Abdullah bin Zayed, the Cabinet unveiled this game-changing initiative during a high-level meeting in Abu Dhabi.

What Is the Regulatory Intelligence Ecosystem?

This new system will:

  • Use artificial intelligence to unify and analyze federal and local laws, judicial rulings, executive procedures, and public services.
  • Track the real-time impact of laws on society and the economy.
  • Recommend timely updates based on large-scale data and link to global research centers to ensure UAE laws remain internationally competitive.

“This AI-driven system will make lawmaking faster, smarter, and more responsive,” said Sheikh Mohammed. “It will connect all parts of our legal framework and adapt best global practices to fit the UAE’s unique development model.”

  • Speed up the legislative process by up to 70%.
  • Monitor global legal changes in real-time.
  • Identify gaps and inconsistencies in national laws.
  • Create the largest national legislative database integrating all relevant governance layers.

Regulatory Intelligence Office Established

As part of the initiative, the UAE Cabinet has also approved the establishment of a Regulatory Intelligence Office under the Cabinet’s General Secretariat. This office will:

  • Design and lead the implementation of the new system.
  • Coordinate efforts with federal and local entities.
  • Collaborate with private sector stakeholders.
