Anukathir Surya, an IRS officer, has made history as the first individual in the Indian civil services to officially change gender from female to male, receiving approval from the Union Finance Ministry. This significant milestone represents progress toward greater gender inclusivity in government services.

Anukathir Surya, previously known as M Anusuya, began his career as an assistant commissioner in Chennai, Tamil Nadu, in December 2013. He was promoted to deputy commissioner in 2018 and currently serves as a Joint Commissioner in Hyderabad, Telangana. Surya holds a bachelor’s degree in electronics and communication from the Madras Institute of Technology, Chennai, and earned a Post Graduate Diploma in Cyber Law and Cyber Forensics from the National Law Institute University, Bhopal, in 2023.

The Central Board of Indirect Taxes and Customs, Department of Revenue, officially recognized Surya’s request to change his name and gender in official records. The order stated, “The request of M Anusuya has been considered. Henceforth, the officer will be recognised as ‘Mr M Anukathir Surya’ in all official records.” This approval not only marks a personal triumph for Surya but also sets a precedent within the Indian civil services, demonstrating the government’s commitment to respecting individual gender identities.

This development comes nearly a decade after the Supreme Court’s landmark 2014 ruling in the National Legal Services Authority (NALSA) case, which recognized the third gender and affirmed the right of individuals to determine their gender identity. The court emphasized that gender identity is a personal choice and stressed the importance of recognizing the fundamental human rights of transgender individuals. It also stated that individuals who undergo sex reassignment surgery should have their gender identity recognized without legal obstacles.

Anukathir Surya’s journey and the official recognition of his gender change are significant steps toward inclusivity and acceptance in India. His story highlights personal transformation and breaking barriers, inspiring many and paving the way for further advancements in gender rights and equality within the country.
