In a significant move, the Jammu and Kashmir Government announced the appointment of Block Development Officers (BDOs) as Administrators for Panchayat Halqas for a duration of six months. This decision comes just two days after the dissolution of panchayat bodies across Jammu and Kashmir.
In an official order issued by the Jammu and Kashmir government, it stated, “The term of Halqa Panchayat(s) has expired on 09.01.2024, and the Government is satisfied that the Halqa Panchayat(s) cannot be constituted immediately; Now, therefore, in exercise of the powers conferred by section 9 of Jammu & Kashmir Panchayati Raj Act, 1989, the Government hereby appoints Block Development Officers (BDOs) as Administrator(s) for running the affairs of the Panchayat Halqas under their jurisdiction for a period of six months from 10.01.2024, or until further orders, whichever is earlier.”
This decision follows the recent dissolution of panchayat bodies in the region, indicating the government’s commitment to ensuring continuity and effective governance at the grassroots level. The appointment of BDOs as Administrators is aimed at maintaining the functioning of Panchayat Halqas during the interim period when the constitution of new bodies is not immediately feasible.
