Kisan Credit Card system: SC dismisses plea for pan India enquiry into financial frauds

The Supreme Court has rejected a petition for a pan-India investigation into an alleged financial fraud in the operation of the Kisan Credit Card system for farmers with the knowledge of bank officials.

A bench of Justices Sanjay Kishan Kaul and Aravind Kumar granted the petitioner the right to file a complaint with the Reserve Bank of India.

The bench stated that the petitioner is free to make a representation with the concerned Ministry by providing details about what he claims to be financial fraud in the operation of the Kisan Credit Card System.

]”It is not possible under Article 32 of the Indian Constitution to hold some kind of enquiry on the general allegations made by the petitioner, and the petitioner should know better before proceeding with the matter as he is a man well versed with the law being a qualified lawyer,” the Supreme Court said in its order.

The order came in response to a petition filed by advocate Chandra Shekhar Mani, who claimed that the Centre had failed to protect farmers’ rights because financial frauds were committed in the Kisan Credit Card system by bank officials with the help of scammers.
