EC Flags Over 52 Lakh Duplicate or Invalid Voters in Bihar Ahead of Elections

EC finds over 52 lakh voters in Bihar either dead, shifted, or enrolled at multiple places ahead of upcoming elections.

The Election Commission of India in a press statement on Tuesday stated that more than 52 lakh voters in Bihar have been discovered to be dead, permanently transferred, or enrolled at more than one location, as per initial reports from the ongoing Special Intensive Revision (SIR) of electoral rolls for the state.

Bihar Has Over 7.89 Crore Electors, Says EC

As per the figures announced by the EC, on the date of June 24, 2025, Bihar possessed a total of 7.89 crore electors. Out of these, 90.67 per cent (7.16 crore) had filed their Enumeration Forms (EFs), and 90.37 per cent (7.13 crore) had forms digitised.

The EC pointed out that field verification up to now had uncovered 18.66 lakh deceased electors, 26.01 lakh electors who have permanently relocated to other constituencies, and 7.5 lakh electors enrolled at more than one location. Also, 11,484 electors were classified as not traceable. All these collectively represent approximately 6.62 per cent of the electorate.

Political Parties Given List of 52.30 Lakh Invalid Electors

In accordance with the Election Commission, electoral officials, from CEOs to booth-level officers (BLOs), had distributed lists of 52.30 lakh such electors to all recognized political parties in the state. It also added that names of 21.35 lakh electors were still missing from the Enumeration Forms received.

The Commission stated that 7.68 crore electors, or 97.30 per cent of the total, had been "covered" through either form submission or on-ground verification till date. Enumeration Forms for the remaining 2.70 per cent (21.35 lakh electors) hadn't arrived yet.

BLOs, Volunteers, and Party Agents Roped In for Final Verification

The EC stated that it has been dispatched almost 1 lakh BLOs, 4 lakh volunteers, and 1.5 lakh booth-level agents (BLAs) hired by district presidents of 12 prominent political parties to finish the verification process. These units are working to reach voters whose EFs have not arrived or who couldn't be traced at their registered addresses.

The EC also stated that a window of one month, between August 1 and September 1, 2025, will exist for public members to submit objections to any additions, deletions, or corrections in the Draft Electoral Rolls, which are to be published on August 1.
