On Monday, April 7, 2025, Assam Chief Minister Dr. Himanta Biswa Sarma convened a meeting in the national capital with Dr. Krishan Kumar, who serves as the Managing Director of the National Highways and Infrastructure Development Corporation (NHIDCL). During their discussion, Dr. Kumar shared detailed updates regarding multiple highway projects currently underway in Assam, all of which are being implemented under the supervision of the NHIDCL. Apart from his engagement with the NHIDCL official, the Chief Minister also met with Rajat Kumar Mishra, Union Secretary of the Department of Fertilisers. During their meeting, they deliberated on a broad range of issues connected to the proposed fertiliser manufacturing facility that is planned for Namrup.
In the course of the discussion, the Chief Minister urged the Managing Director to accelerate work on key ongoing highway and bridge infrastructure projects. These include the construction of the 19.28-kilometre-long, four-lane bridge across the Brahmaputra River connecting Dhubri in Assam with Phulbari in Meghalaya, the Rs. 25,000 crore Guwahati-Silchar Expressway, the under-water tunnel project between Numaligarh and Gohpur, as well as the planned expansion of the National Highway network between Baihata Chariali and Tezpur, and from Gohpur to Kulajan.
According to an official familiar with the proceedings, the Chief Minister and the NHIDCL Managing Director also discussed current highway projects and the planning of new bridges and highways with a focus on minimizing travel time and promoting economic growth, not just in Assam but across the entire Northeast Region.
Later, Chief Minister Dr. Sarma took to the micro-blogging site X (formerly known as Twitter) to share highlights from his meeting with Dr. Krishan Kumar, stating, “Today in my meeting with Dr. Krishan Kumar, Managing Director of National Highways and Infrastructure Development Corporation Ltd, I reviewed the status of key infra projects in Assam being implemented by the agency: ₹25,000 cr Guwahati Silchar Express Way, Numaligarh Gohpur under water tunnel, Expansion of the National Highway network from Baihata Chariali to Tezpur and Gohpur to Kulajan.”
In addition to his meeting with the NHIDCL official, the Chief Minister also called on Union Secretary of the Department of Fertilisers, Rajat Kumar Mishra, to deliberate on a range of issues related to the upcoming fertiliser manufacturing facility planned for Namrup.
Taking to X to share details from this meeting as well, Dr. Sarma wrote, “We are on track to ensure time-bound completion of the brownfield ammonia complex at Brahmaputra Valley Fertilizer Corporation Limited (BVFCL) in Namrup, which was recently approved by the Union Cabinet. Today in Delhi, the Union Fertiliser Secretary, Shri Rajat Kumar Mishra met me to discuss the current progress of this key initiative.”
It is worth noting that the Union Cabinet, on March 19, gave its nod to the establishment of the new Brownfield Ammonia-Urea Complex, which will be developed at a projected cost of Rs. 10,601.40 crore.
