Haryana Civil Services officer Kulbhushan Bansal was arrested on Sunday after a Dalit contractual male worker accused him of sexual exploitation at gunpoint.

According to Hisar Additional Superintendent of Police Rajesh Kumar Mohan, Bansal was placed under a one-day police remand.

The arrest followed a complaint by a Dalit worker in Haryana’s public health department, who claimed that Bansal had made casteist remarks and exploited him for six months.

Bansal has been charged under Sections 377 (unnatural offences) and 506 (criminal intimidation) of the Indian Penal Code, as well as sections of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. The case was registered under the IPC because the incident occurred six months ago.

The officer, who was serving as the sub-divisional magistrate of Hansi, was suspended on Thursday.

The complainant, who was hired as a peon on a contract, alleged that Bansal frequently called him to his official residence for massages. When the worker refused the officer’s inappropriate demands, Bansal allegedly threatened to fire him while carrying a pistol.

The worker claimed to have filmed a video as evidence of the exploitation. “I stopped going there, deciding to either die or lodge a complaint against him. I am a cardiac patient,” the worker said.

According to the complaint, Bansal’s improper actions occurred in the driver’s room at his official residence.
